Approval of the Agreement with Southern Folger Detention Equipment Company, LLC (Folgers) for the County Jail F wing sliding door retrofit project.

 

                     Work consists of the replacement and retrofit of cell door slider mechanisms, vestibule gate mechanisms and fire door sliding gate mechanisms while retaining the existing doors and controls.

                     This Agreement provides Facilities and Real Property a mechanism to replace the locking apparatus in the F wing of the Jail in a phased approach.

                     This is a two phased project: phase 1 is $1,580,430.00, phase 2 is $1,482,000.00, total bond cost is $22,050.00, for a total not to exceed amount of $3,084,480.00 for these two phases.

                     On April 10, 2020, the Non-Competitive Oversight Committee approved the procurement of this requirement due to safety concerns and the expedited need for replacement and due to the fact that Folgers designed and installed the prototype in F wing meeting the Sheriff’s Office requirements, has institutional knowledge of the door systems no longer supported by the original supplier and has successfully completed other Jail door upgrades. 

                     A Small Business Enterprise goal was not applicable for this project due to the specialization of parts and the need to hire subcontractors from out of this market  with explicit experience in these type of retrofits.

 

Contract No. 190-0419-N(SCB) in an amount of $3,084,480.00; all work is expected to be completed within 446 consecutive calendar days.

Summary

This Agreement provides the Facilities and Real Property Division a mechanism to replace the locking apparatus in the F-wing of the jail in a phased approach. A total of five floors require replacement phased accordingly: floors 1, 2, 3 will be tasked during phase 1 and floors 4 and 5 during phase 2. 

This non-competitive purchase will allow expedited resolution of safety and security issues with aging equipment, where no spare parts are available in the marketplace, and establishes consistency of critical operations for normal and emergency access to inmates.

Background Information:

The project was approved by the Non-Competitive Oversight Committee on April 10, 2020 on the basis that Southern Folger Detention Equipment Company, LLC (contractor) has designed and installed a prototype for the doors in F-wing meeting the Sheriff’s Office requirements, has institutional knowledge of these door systems which are no longer supported by the original supplier, and has successfully completed previous similar cell door upgrades in the Jail’s South Division.

Funding for this project is derived from the Capital Improvement Program: Public Safety Function, Jail and Court Facilities Program, Project No. 004234A Jail F-Wing Cell Door Renovation. Funding is derived from the Local Infrastructure Sales Tax (Penny for Pinellas).
