Approval of the award of bid to RJP Enterprises, Inc. (RJP) for guardrail repair services.

 

                     Contract consists of repairing guardrail and handrail systems damaged by vehicular accidents and is issued on an individual work order basis.

                     One responsive bid was received with award recommendation to the lowest responsive responsible bid RJP in the amount of $937,765.00.

                     Considerable effort was exercised to encourage competition; however, other potential firms are currently obligated and did not have capacity to perform on this contract.

                     The Public Works Department is recommending proceeding with award although contract pricing is higher for some items in comparison to the current contract for these same services.

                     The current contract for guardrail repair services is with RJP Enterprises, Inc. in the amount of $1,230,065.00 for a five-year duration and expires on July 8, 2020.

                     This is a thirty-six-month contract with a provision for a twenty-four-month term extension.

                     The Small Business Enterprise participation goal is 10% for this contract.

 

Bid No. 190-0211-CP(PLU); in the amount of $937,765.00 based on being the lowest responsive responsible bid received meeting specifications; thirty-six-month contract with an optional twenty-four-month extension.

Summary

The contract provides for guardrail services and materials and will provide a timely response to repair guardrail and handrail systems damaged by vehicular accidents. Guardrails provide a strong barrier along roadways that prevent vehicles from driving off the road, reduces the risk of serious accidents and protects pedestrians from being hit by other vehicles.

It is noted that only one (1) bid was received, however, considerable effort was put forth to encourage competition.  Public Works provided a list of vendors to Purchasing that offer this service supplementing the historic amount suppliers who are notified for this service  Furthermore, the bid opening date was extended to allow vendors ample time to submit a bid.  Finally, Purchasing staff facilitated phone calls to vendors notifying them of the opportunity and suggesting they submit competitive pricing.

Background Information:

The first contracting effort for these services began in 2005 and subsequent contracts followed. The most recent contract began in 2015 with RJP Enterprises, Inc. for a total contract amount of $1,230,065.00 and expires on July 8, 2020. 

Work consists of the maintenance and repair of guardrail and handrail systems that are damaged due to vehicular accidents. The goal is to obtain a timely repair and return the area to a safe condition for vehicular and pedestrian traffic. This is a work order contract with repair work issued on an individual call out basis.  A separate group for “Materials Only” is included for occasional County-performed repairs.

 

Fiscal Impact:

Expenditure not to exceed: $937,765.00

 

Funding is provided by the Public Works Transportation Division Roadway Maintenance operating budget.
