Approval and execution by the County Administrator of Change Order No. 1 (final) with Kloote Contracting, Inc. for the odor control installation project for Pump Stations 072, 109, and 183.

 

                     This project consisted of enhancing odor control capabilities through furnishing and installing new odor control equipment, piping, and related features at three (3) of the County’s sanitary sewer pump stations.

                     This change order decreases the contract in the amount of ($1,812.41), based on the difference between estimated and final quantities utilized.

                     The agreement is extended by 126 consecutive calendar days as part of this change order to address additional work requests including the install of hydrogen sulfide sensors; final completion was March 2, 2020.

                     The Board of County Commissioners (Board) awarded this contract on December 11, 2018.

 

Contract No. 189-0021-CP(PLU); PID No. 003239A; decreasing the contract amount by ($1,812.41) for a revised total of $372,638.47; the revised agreement completion date is March 2, 2020.

Summary:

Change Order No. 1 (final) decreases the Board approved expenditure by ($1,812.41), accepts the contract as complete and authorizes final payment.  Substantial completion was achieved on October 31, 2019; final completion was accepted on March 2, 2020.  Liquidated damages do not apply as the County received substantial and beneficial use on October 31, 2019, within the original contract duration.  The Agreement was extended by 126 days.  The additional time was necessary for the contractor to address unspecified work requested, including installation of hydrogen sulfide sensors.  Operational adjustments to the odor control equipment, based on the sensor data, was then necessary.

 

Background/Explanation:

The purpose of this project was to enhance odor control capabilities through furnishing and installing new odor control equipment, piping, and related features at three (3) of the County's sanitary sewer pump stations. Work included site preparation and restoration, core drilling to existing manholes, and furnishing and installation of landscaping at designated pump station locations.

 

Fiscal Impact:

Funding was derived from the Capital Improvement Program, Physical Environment, Sewer Renewal & Replacement allocation and from Utilities Department Sanitary Sewer Funds.

Authority for the County Administrator to approve and execute this change order is granted under Code Section 2-62 (a)(3).
