Approval and execution by the County Administrator of Change Order No. 1 (final) with JPR Universal Construction, LLC (JPR) for Lakeshore Estates Roadway and Drainage Improvements in Palm Harbor.

 

                     This project consisted of improving the existing roadway and drainage on various streets in Lakeshore Estates.

                     This change order decreases the contract in the amount of ($410,562.18) based on the difference between estimated and final quantities utilized.

                     The agreement was extended by fifty-nine (59) consecutive calendar days as part of this change order.

                     Liquidated damages in the amount of $11,102.44 were assessed due to project delays caused by contractor.

                     The Board of County Commissioners (Board) awarded this contract on September 13, 2018.

 

Contract No. 178-0376-CP(PLU); PID No. 001177A; decrease in the contract amount by ($410,562.18) for a revised total of $2,064,597.09; the revised agreement expiration date is March 23, 2020.

Summary:

Change Order No. 1 (final) decreases the Board approved expenditure by ($410,562.18), accepts the contract as complete and authorizes final payment.  Substantial completion was achieved on March 13, 2020; final completion was accepted on March 23, 2020. Liquidated damages were assessed at $11,102.44 as part of this final change order. 

Damages were assessed due to the project being delayed by contractor fault.  The contractor’s work approach, including lack of staffing, contributed to delays.  Re-work was required in several instances.  For example, a pipe would be installed and backfilled, and then the contractor would have to dig up the pipe to complete proper testing.  Thus, time was lost.  Additionally, work to be completed on Cypress Drive as part of this project was removed and is now being completed under a different contract.

 

Background/Explanation:

Lakeshore Estates in Palm Harbor has had a long history of standing water within the roadway and areas of marginal subsurface soils under the roadway, causing the roads to deteriorate to an unacceptable level of service in specific locations of the subdivision.

To compensate for the marginal soils, this project was for the purpose of improving the integrity of the roadway by adding a layer of fabric with new base material on top, as well as replacing the surface asphalt. This project also provided for improved drainage within the subdivision. The remaining areas of the subdivision were milled and resurfaced. A portfolio approach was used in the implementation of this project where roadway, stormwater and utility work were incorporated into the project’s scope.

Funding is derived from the Local Infrastructure Sales Tax (Penny for Pinellas): Storm Sewer Rehab and Road Resurfacing and Rehabilitation program allocations.

 

Delegated Authority:

Authority for the County Administrator to approve and execute this change order is granted under (Code Section 2-62 (a)(3).
