                     The attestation must be executed by the provider within 30-days of receipt of the distribution.

Summary

Pinellas County Safety & Emergency Services automatically received a distribution on April 17, 2020, in the amount of $1,605,741.68 from the CARES Act initial $30.0B distribution of an intended $100.0B distribution to health care providers to support healthcare-related expenses or lost revenue attributable to COVID-19. The amount of the distribution received was based on the providers’ share of total Medicare Fee-For-Service (FFS) in 2019. The Attestation must be executed by the provider within 30-days of receipt of the distribution. Providers who receive more than $150,000 in funds, are required to submit a calendar-year quarterly fiscal report to the U.S Secretary of Health & Human Services and the Pandemic Reponses Accountability Committee within 10-days after the end of each quarter.

Background Information:

The bipartisan CARES Act executed on March 27, 2020, provides $100.0B in relief funds to hospitals and other healthcare providers on the front lines of the coronavirus response. To be eligible for funding, the provider must have received Medicare Fee-For-Service (FFS) reimbursements in 2019 and be in good standing with Centers for Medicare & Medicaid Services (CMS). Funds must be used to prevent, prepare for, and respond to COVID-19, and reimburse care related expenses or lost revenues that are attributable to COVID-19. The remaining $70.0B will be distributed to providers in areas severely impacted by the COVID-19 outbreak. Such providers may include rural providers, providers of services with lower shares of Medicare reimbursement, or who predominantly serve the Medicaid population, and providers requesting reimbursement for the treatment of uninsured Americans.

 

Fiscal Impact:

Net Estimated revenue of $1,405,741.68 to the Emergency Medical Services (EMS) Fund. This revenue is included in the FY20 estimate submitted as part of FY21 budget development.

 

$1,605,741.68 received from the initial $30.0B out of $100.0B that was distributed to healthcare providers.

 

An estimated $200,000 worth of ambulance billing write-offs per the terms and conditions to accept CARES Act funds.

 

Additional reimbursement of COVID-19 related services provided to uninsured patients are expected; and potential future distribution predicated on the level of COVID-19 impact in Pinellas County to be distributed out of the remaining $70.0B.
