Approval of the award of bid to Highway Safety Devices, Inc. for the ATMS Phase 3 Expansion Project in amount of $957,796.30.

 

                     This project consists of the installation of conduit, fiber optic cable, dynamic message signs and associated structures, CCTV cameras and poles for the ATMS system.

                     Specific areas included in this project are State Road 686 (East Bay Drive), and SR 60 (Gulf to Bay Boulevard); areas of northern County between Curlew Road and SR 580, and a small section near Keystone Road.

                     Three bids were received with award recommendation to the lowest responsive responsible bidder Highway Safety Devices, Inc. in the amount of $957,796.30.

                     All work is expected to be completed within 270 consecutive calendar days.

                     This is a Florida Department of Transportation grant funded project, thus a County Small Business Enterprise goal was not included in the solicitation due to local preference requirements.

 

Bid No. 190-0081-CP(PLU); PID No. 002601A; in the amount of $957,796.30 based on being the lowest responsive responsible bid received meeting specifications; all work is expected to be completed within 270 consecutive calendar days.  Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

This project consists of the installation of fiber optic cable and conduit, 3 Dynamic Message Signs, 21 CCTV cameras, and associated device structures throughout various locations in the county. 

The County has installed several miles of ATMS/ITS network on County and State facilities; however, there are still gaps in the network. These gaps are primarily at intersections that were not included in the primary ATMS/ITS networks, bypassed due to conflicting construction, or in need of additional devices to provide complete coverage. The Phase 3 ATMS Project will address these network gaps and device shortfalls. The areas located in this project include parts of central Pinellas County along State Road (SR) 686 (East Bay Drive), and SR 60 (Gulf to Bay Boulevard). Areas of northern Pinellas County between Curlew Road and SR 580, and a small section near Keystone Road, are also included in this project.

 

Background Information:

This project is part of an overall implementation of the Countywide ATMS/ITS effort that was adopted and funded by the Board of County Commissioners (Board) utilizing the Ninth Cent Local Option Fuel Tax in 2006.  As part of that plan, this segment is being constructed based on a priority list of projects developed by the Board and the Metropolitan Planning Organization.

 

Fiscal Impact:

Expenditure not to exceed:                           $ 957,796.30

 

Funding is derived from the Capital Improvement Program, Transportation Function, ATMS program 3033, Project 002601A ATMS Phase 3 Expansion.

 

Project funding sources are the Local Option Fuel Tax (LOFT) (50%) and a Florida Department of Transportation (FDOT) County Incentive Grant Program (CIGP) agreement (50%).
