Recommended Action:Recommended Action

Approval and execution by the County Administrator, utilizing the authority granted by the Pinellas County Community Redevelopment Agency via Resolution 19-10 in furtherance of implementing the Lealman Community Redevelopment Area (CRA) Plan, to execute work contracts and pay vouchers related to site improvements at 11 properties located within the Lealman CRA.

 

                     The purpose of the Residential Improvement & Demolition Program is to reduce or eliminate the costs associated with improving and enhancing the exterior appearance of the applicant’s home and property, or to assist in the removal of substandard structures when the cost to rehabilitate is not feasible.

                     Properties must be located within the boundaries of the Lealman CRA to be eligible for grant funds.

                     The property must be structurally sound, meet Florida building codes, and local housing codes. Grant awards of up to $10,000 and $7,500 are available for residential improvements and demolition of substandard structures, respectively.

                     The addresses for the 11 properties, as well as the proposed grant award and associated improvements are as follows:

o                     2541 49th Avenue N, 33714 ($1,440.00 to fund garage door replacement);

o                     3901 49th Avenue N, 33714 ($9,625.00 to fund exterior door and painting, and stucco, siding and fence repairs);

o                     3901 57th Avenue N, 33714 ($10,000.00 to fund driveway and exterior painting);

o                     3930 56th Avenue N, 33714 ($10,000.00 to replace driveway, paint exterior, and replace garage door);

o                     4485 49th Avenue N, 33714 ($10,000.00 for driveway replacement, siding repair and landscaping);

o                     4550 54th Avenue N, 33714 ($7,473.50 to fund driveway, exterior painting and landscaping);

o                     4580 54th Avenue N, 33714 ($9,033.24 to fund exterior doors, painting, landscaping and fencing);

o                     4931 46th Avenue N, 33709 ($10,000.00 to fund stucco repair, exterior door, landscaping, exterior lighting and exterior painting);

o                     5151 43rd Avenue N, 33709 ($6,417.60 to fund driveway and landscaping

o                     5160 42nd Place N., 33709 ($9,997.00 to replace exterior porch lighting, install fence, replace mailbox, paint exterior, and landscaping); and

Summary:Summary

The purpose of the Residential Improvement & Demolition Program is to reduce or eliminate the costs associated with improving and enhancing the exterior appearance of the applicant’s home and property, or to assist in the removal of substandard structures when the cost to rehabilitate is not feasible. Properties must be located within the boundaries of the Lealman CRA to be eligible for grant funds. Eligible properties include single-family detached houses, townhomes, villas, cooperatives, condominiums and manufactured housing. The property must be structurally sound, meet Florida building codes, and local housing codes. Grant awards of up to $10,000 and $7,500 are available for residential improvements and demolition of substandard structures, respectively.

Approved grant applicants are required to execute an Acceptance of Grant and Conditions document, which contains the associated scope of work, and a three party work contract between the applicant, contractor and the Pinellas County Community Redevelopment Agency (Agency). For each of the 11 applicants, a copy of the fully executed Acceptance of Grant and Conditions document is attached, as well as 19 associated work contract(s) for the County’s Administrator’s execution. Four pay requests for completed work associated with 4580 54th Avenue N, 33714 are also included for execution by the County Administrator.

Background Information:

The Agency, via Resolution 19-10, granted the Pinellas County Administrator the authority to approve and execute certain contracts, documents and instruments on behalf of the Agency for the purpose of implementing the Lealman Community Redevelopment Area Plan (Plan), pursuant to powers enumerated in Section 163.370 of the Florida Statutes. The purpose of obtaining this delegation of authority was to enable more efficient project and program implementation of the Plan. Staff based Resolution 19-10 on items applicable to the CRA already delegated to the County Administrator through Section 2-62 a. (1)-(12) of the Pinellas County Code.

The Lealman Community Redevelopment Area Advisory Committee also demonstrated its support for the County Administrator having this authority via a motion made at its February 27, 2019 meeting. 

The Plan is consistent with Florida Statutes Chapter 163, Part III, Community Redevelopment, and provides the framework with which staff implements revitalization initiatives. The Plan sets an anticipated course of action for the investment of Tax Increment Financing funds and other public resources in the Lealman CRA on capital improvement projects, and people- and place-based initiatives encompassing Economic Development, Neighborhood Revitalization, Workforce Development and Healthy Community disciplines.

In July 2015, via Resolution 15-62, the Board of County Commissioners (Board) made a positive finding of blighted conditions and established the Lealman Community Redevelopment Area (CRA), directed staff to create a Plan for the CRA. Also, in July 2015, via Ordinance 15-29, the Board established the Agency and appointed itself as its governing body. The Board established the Advisory Committee via Resolution 15-70 to assist staff in drafting the Plan, and on June 7, 2016, the Board approved the Plan via Resolution 16-40.

 

Fiscal Impact:

Appropriation of $93,986.34 for these payment requests is included in the FY20 adopted budget within the Lealman Community Redevelopment Area Trust Fund.
