Recommended Action:

Approval by the Department Director for the grant application to HRSA’s Fiscal Year 2020 Capital Assistance for Disaster Response and Recovery Efforts (CADRE).

 

                     HRSA’s FY2020 Capital Assistance for Disaster Response and Recovery Efforts award would provide federal funding to health centers to increase the capacity and capability to respond to and/or recover from future emergencies and/or disasters and support continuity of access to high quality primary care services for underserved and vulnerable populations.

                     Human Services, in conjunction with the Florida Department of Health in Pinellas, seeks to expand the Bayside Health Clinic. The proposed project will increase the overall square footage of the clinic by adding exam rooms that will be equipped to handle isolation/negative pressure; and/or storage of personal protection equipment (PPE) and hazardous material supplies. Current exam rooms will be renovated and utilized for supportive services (i.e. telehealth, HIV Navigator, behavioral health).

                     The application will seek up to $999,999.00 for the period of September 1, 2020 through August 31, 2023. No matching funds required.Body

Summary:

The Fiscal Year FY2020 Capital Assistance for Disaster Response and Recovery Efforts is a competitive supplemental funding opportunity. The Pinellas County Board of County Commissioners has been identified by HRSA as an organization located in an area impacted by a disaster declared by the Federal Emergency Management Agency and is therefore eligible to apply for this funding under the 2018 Hurricane Michael Disaster Declaration EM-3405.This funding provides one-time support for construction/expansion, alteration/renovation (A/R) and/or equipment costs to assist health centers in impacted areas with disaster response and recovery activities related to Hurricanes Florence and Michael, Typhoon Mangkhut, Super Typhoon Yutu, and wildfires and earthquakes occurring in calendar year 2018; and tornadoes and floods occurring in calendar year 2019. The Pinellas County Health Care for the Homeless Co-Applicant Board will review and approve the submission of the application at its April 14, 2020 meeting.

 

Background/Explanation:

The Department of Health in Pinellas has identified the need to expand the footprint of the Bayside Health Clinic to increase the capacity and capability to respond to and/or recover from future emergencies and/or disasters and support continuity of access to high quality primary care services for underserved and vulnerable populations. The current clinic design is a 3,078 square foot, one-story, free-standing facility with exam rooms, dental office and office space for confidential counseling. The clinic does not have an identified space for isolation, negative pressure and/or storage of personal protection equipment (PPE) and hazardous material supplies in the event of a medical declaration of emergency such as the current COVID-19 pandemic.

 

Fiscal Impact:

Human Services is seeking $999,999.00 from the FY2020 Capital Assistance for Disaster Response and Recovery Efforts (CADRE) funding opportunity for the period of September 1, 2020 through August 31, 2023. There are no match or cost-sharing requirements.

 

Delegated Authority:

Authority for the Department Director to sign this grant application was delegated by the County Administrator per the memo dated March 28, 2016 titled “Delegation of Authority by the County Administrator and Improved Grant Procedures.”
