Approval of the First Amendment for the project scope and guaranteed maximum price (GMP) Amendment with Cone and Graham, Inc. for professional design build services pertaining to the Pinellas Trail Loop North segment-Shared Use Non-Motorized Trail program.

 

                     This Amendment will initiate Phase Two of the project for a GMP of $9,347,046.69.

                     The Board of County Commissioners approved the original award (Phase One - Design) on March 20, 2018 for $1,599,461.80.

                     Phase One and Two total contract value is $10,946,508.49 without contingency.

                     Phase Two Owner Contingency is $1,300,000.00 for a total contract value of $12,246,508.49.

                     This project consists of two phases - Phase One included the design development which is inclusive of design and sixty percent construction documents and GMP. Phase two will initiate the construction phase. Actual construction is anticipated to commence by June 1, 2020 with anticipated completion on July 21, 2022.

                     Trail segment extends from John Chesnut Sr. Park to Enterprise Road.

 

Contract No.167-0071-NC (SS), PID Numbers 000967A and 003628A in the amount of $9,347,046.69 from the construction notice to proceed date for seven hundred and eighty consecutive calendar days to substantial completion. Phase One and Two total contract value is $12,246,508.49, inclusive of owner contingency. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

The Board approval of this Amendment will initiate Phase 2 (construction) of the project for a GMP of $9,347,046.69.  Cone and Graham, Inc. completed Phase 1 on February 5, 2020 at a cost of $1,599,610.80, submitting sixty percent (60%) design construction documents and the GMP.  Phase 2 includes construction of the 6.7 mile “North Gap” of the Pinellas Trail. This segment of the Trail will run from John Chesnut Park in Palm Harbor to Enterprise Road in Clearwater, utilizing sections of the Duke Energy right-of-way to complete the trail corridor. Under the guidelines of the SUN Trail Program, the Florida Department of Transportation (FDOT) has reviewed and approved the negotiated GMP.

If the notice to proceed for Phase 2 (Final Plans and Construction) is not issued by June 1st, 2020, pricing will be subject to a maximum 10% escalation.

Background Information:

This project consists of two phases - Phase One (1) included the design development which is inclusive of design and sixty percent construction documents and GMP.  Phase two will initiate the construction phase.  Actual construction is anticipated to commence by June 1, 2020 with anticipated completion on July 21, 2022.

The GMP does not include the segment between Northside Drive and Meadow Wood Drive in Clearwater.  A separate GMP will be brought to the Board once a design and cost estimate are completed for the final alignment of the gap.  This item does not include cost of optional easements or estimated Construction Engineering and Inspection (CEI) costs.

During the 720 days of project construction schedule, it is reasonable to anticipate unforeseen conditions requiring the use of contingency funds for resolution.  Owner controlled contingency is intended to be utilized for any necessary items as directed by the Owner on a case-by case basis.

 

Negotiated GMP for the construction amount is $9,347,046.69.  The project will be partially funded by FDOT as part of the $6,200,000.00 Florida SUN Trail grant.  The County will fund the remaining amount of $6,046,508.49 through the adopted Capital Improvement Program.

 

The funding source for the County’s portion will be derived from the Local Infrastructure Sales Tax (Penny for Pinellas III): Pinellas Trail Projects, Pinellas Trail North Segment - PID No. 000967A, and Local Infrastructure Sales Tax (Penny for Pinellas IV): Pinellas Trail Projects, Trail Projects PID No., 003682A. The current project budget will need to be revised during the Fiscal Year 2021 budget process to add the additional grant funds and reallocate funds.
