Approval of the award of bid to TLC Diversified, Inc. (TLC) for the Force Main Air Release Valve Replacement Highland Lakes Area project.

 

                     This project consists of the relocation/replacement of seven below grade air release valves (ARV) into above grade ARV enclosures on the County’s existing 20-inch force main. 

                     Five bids were received with award recommendation to the lowest responsive responsible bid TLC in the amount of $784,230.00. All work is expected to be completed within 305 consecutive calendar days.

                     A mandatory Small Business Enterprise goal of 10% is established for this project.

 

Bid No. 190-0106CP(PLU); PID No. 003123L; in the amount of $784,230.00 based on being the lowest responsive, responsible bid received meeting specification.  All work is expected to be completed within 305 consecutive calendar days. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

Summary

The purpose of this project is to relocate and/or replace seven (7) below grade air release valves (ARVs) into above grade ARV enclosures on the County's existing 20-inch force main. Work will include demolition of existing concrete ARV manholes, installation of new C-900 PVC piping, isolation valves and appurtenances, tapping sleeves, line stops, ARVs, ARV enclosure, maintenance of traffic, and site restoration.  Per the contract requirement, a goal of ten (10%) percent has been established for participation by SBE firms as subcontractors.

Background Information:

The County has initiated a program to replace air release valves (ARVs) discovered to be inactive or in poor operating condition on its wastewater force mains. The County engaged engineering consultants to review ARVs that were determined to be the most critically in need of replacement. The consultants provided recommendations to repair/replace the ARVs, and new ARV Standard Details were developed with the intent of moving ARVs out of roadways (offsetting) and locating them above grade for ease of maintenance.

 

Fiscal Impact:

Expenditure not to exceed:                                          $784,230.00

 

Funds for this project are derived from the Capital Improvement Program budget: Physical Environment, Sewer Renewal & Replacement Fund, 003123L Force Main Air Release Valve Replacement Highland Lakes Area. Although this bid amount exceeds the FY20 adopted budget amount, there are sufficient FY20 and FY21 funds available to meet project needs.
