Approval of the award of bid to TLC Diversified, Inc. (TLC) for the pump station generator improvement project.

 

                     This project consists of providing either a generator or diesel by-pass pump at multiple sanitary sewer pump stations throughout the County to ensure pump stations operate in the event of power loss.

                     Three bids were received with award recommendation to the lowest responsive responsible bid TLC in the amount of $3,978,777.00.

                     A mandatory goal of 7% has been established for participation by small business enterprise subcontractors for this project.

                     All work is expected to be completed within 1095 consecutive calendar days.

 

Bid No. 190-0100-CP(PLU); PID No. 003762A in the amount of $3,978,777.00 based on being the lowest responsive, responsible bid received meeting specifications. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

The purpose of this project is to furnish and install pumps or generators, valves, fittings, electrical equipment, panels, conduits, and other incidental work required to construct a back-up system for running pump stations in the event of power losses.

Background Information:

The aftermath of Hurricane Irma left a large portion of the County without power. Due to this power outage, a majority of sanitary sewer pumping stations within County Utilities were unable to operate, resulting in numerous sanitary sewer overflows (SSO’s).

The Utilities Department has identified thirty-one (31) sites where it would benefit operations to have a backup system in place in the event of a future outage. These sites were identified as the critical zones within the collection system that would service hospitals, schools, shelters, assisted living facilities, etc.

 

 

Fiscal Impact:

Expenditure not to exceed:                           $3,978,777.00

 

Funds for this project are derived from the Capital Improvement Program: Physical Environment, Sewer Renewal & Replacement allocation. The source of funding is the Sewer Fund.
