Recommended Action

Recommend the Board of County Commissioners (BCC) receive and file the 2019 Annual Report on the Pinellas Community Housing Trust Fund program from the Housing Finance Authority of Pinellas County.

 

                     The Housing Finance Authority of Pinellas County (HFA) administers the housing trust fund program through an interlocal agreement with the BCC.

                     The BCC has allocated a total of $20,529,930.00 to the housing trust fund since program inception in 2006.

                     The BCC did not provide new funds to the Housing Trust Fund in 2019. A total of $3,166,662.00 was available, including program income and prior year carryforwards from participating jurisdictions.

                     A total of $712,148.53 was expended to assist 61 households (7 households were <50% AMI, 39 households were <80% AMI and 15 households<120%).  8 of the 61 households were special needs.

                     Other accomplishments since last year’s annual report include: City of Clearwater produced 1 new single-family unit and the HFA provided down payment and closing cost assistance for 52 first-time homebuyers.

                     An independent audit was completed for the year ending September 30, 2019, and no significant deficiencies, material weaknesses or instances of noncompliance were identified. An unqualified opinion will be issued, and the audit will be filed with the Clerk of the Circuit Court.
