Approval of Supplemental No. 1 Agreement to the Florida Shared-Use Nonmotorized Trail Network Agreement with the Florida Department of Transportation (FDOT) for funding to complete the north end of the Pinellas Trail Loop.

 

                     Total commitment by FDOT is increased from $5,700,00.00 to $6,200,000.00.

                     Agreement term is revised to December 31, 2022.

 

FDOT FPN No. 440093 1 54 01 for grant funding in the amount of $6,200,000.00; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

This Supplemental No. 1 Amendment to the Agreement is necessary to provide additional grant funding toward the completion of design and construction of the north end of the Pinellas Trail Loop.  Construction, design and material costs have increased and thus are greater than originally anticipated.  The County was originally approved for $5,700,000.00 from Florida Department of Transportation (FDOT) to complete the 9.6 miles of the north gap of the Pinellas Trail.  Supplemental No. 1 amends the agreement amount to $6,200,000.00. Additionally, the expiration term of the agreement is revised from June 1, 2020 to December 31, 2022.

As part of the Supplemental No. 1 amendment to the Agreement, Exhibit B and Exhibit D are replaced.  Exhibit B is a Schedule of Financial Assistance. Exhibit D is concerned with the State Financial Assistance (Florida Single Audit Act).

Background Information:

The application for grant funding was approved by the Board on June 21, 2016 and the agreement with FDOT was approved on March 7, 2017.  Approval of ranking and execution of an agreement with Cone & Graham, Inc. for design build services for the Pinellas Loop North Segment - Shared Use Non-Motorized Trail Program by the BCC took place on March 20, 2018.

The County and Forward Pinellas have adopted the Countywide Trailways Plan that includes a 75-mile trail loop.  There are two (2) remaining gaps in the Pinellas Trail Loop. The north gap will be completed with financial assistance provided through this grant opportunity. The north gap of the Trail is 9.6 miles in length and will connect the northern terminus of the Pinellas Trail Loop to the existing segment of the Duke Energy Trail.  The south gap is 8.9 miles in length and will connect the North Bay Trail with the existing segment of the Duke Energy Trail.

FDOT will be constructing approximately two (2) miles of trail as a component of an existing road project.

 

Fiscal Impact:

The total estimated cost to complete the north end of the Pinellas Trail Loop is revised from $8 million to $13,339,868.  The County will provide the difference of $7,139,868 which increases from $2,300,000.00 and is budgeted in the County’s Capital Improvement Program.  The funding source for the County’s portion will be derived from the Local Infrastructure Sales Tax (Penny for Pinellas):   Roads, Bridges, and Trails Penny category, PID No. 000967A Pinellas Trail Loop North Segment and PID No. 003682A Trail Projects. The current project budget will need to be revised during the Fiscal Year 2021 budget process to add the additional grant funds and move the funding from PID No., 003682A to PID No. 000967A.
