Approval of the First Amendment to the project scope and lump sum price (LSP) Amendment with Garney Companies, Inc. d/b/a Garney Construction, for professional design build services pertaining to the New Headworks and Grit Removal Facility, located at South Cross Bayou Water Reclamation Facility.

 

                     This Amendment will initiate Phase 2 of the project for a LSP of $24,710,828.00.

                     The Board of County Commissioners approved the original award, Phase 1 - Design on November 28, 2018 for $2,449,325.00.

                     Phase I and II total contract value is $27,160,153.00.

                     This project consists of two phases - Phase One included the design development which is inclusive of design and fifty percent construction documents and LSP. Phase Two will initiate the construction phase providing the New Headworks and Grit Removal Facility. Actual construction will commence on April 1, 2020, or sooner, after design documents and permits are complete.

 

Contract No. 178-0001-NC (SS), Phase II in the amount of $24,710,828.00 from the construction notice to proceed date for seven hundred twenty consecutive calendar days to substantial completion. Phase I and II total contract value is $27,160,153.00.  Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Board approval of this Amendment will initiate Phase 2 of the project for an LSP of $24,710,828.00.  Garney completed Phase 1 of the project on October 8, 2019, submitting 70% construction documents and the LSP.

Background Information:

The Project consists of two (2) phases: Phase One included the design development, inclusive of design and 70% construction documents, and pre-construction elements, including existing conditions investigation, infrastructure preparation, 3D renderings, and lump sum cost estimation. The design and construction documents have been completed to a point where a lump sum construction price has been received and is presented to the Board for consideration and approval, which will initiate Phase Two, the construction phase.

This project was initiated to improve pretreatment systems at the South Cross Bayou Water Reclamation Facility by incorporating a new headworks structure, a new grit removal system, a new odor control system, and other ancillary components and systems. Upon completion and successful startup of the new headworks, grit system, and odor control system, the existing structures will be demolished.  The new processes are necessary as the existing headworks and grit system are not capable of removing the necessary amount of grit from the wastewater, causing catastrophic failure of equipment downstream and forcing multiple plant shut downs and bypasses in an effort to de-grit downstream tanks and processes. Additionally, the existing headworks has reached the end of its service life, and an upgrade is necessary to prevent future sanitary sewer overflows.

Phase 2 will begin with the completion of the design documents and permitting, which are expected to be completed in six months for this Phase 2 task.  Actual commencement of construction is expected to begin on April 1, 2020, or sooner, with a duration of seven hundred twenty consecutive calendar days for an estimated substantial construction completion date of March 21, 2022.

During the 720 days of the project construction schedule, it is reasonable to anticipate unforeseen conditions requiring the use of contingency funds for resolution. Owner controlled contingency is intended to be utilized for any necessary items as directed by the Owner on a case-by-case basis.

 

Funding for this project is derived from the Sewer Enterprise Fund.
