Approval of the County Incentive Grant Program Agreement with the Florida Department of Transportation for construction of an Advanced Traffic Management System/Intelligent Transportation System project on 49th Street North/County Road (CR) 611 from 46th Avenue North to Gulf to Bay Boulevard / State Road 60.

 

                     Department agrees to fund a maximum amount of $1,548,300.00 (50% of the estimated construction cost).

                     Construction anticipated to commence in May 2020 with completion expected in December 2021.

                     Project includes installation of 4.11 miles of conduit and fiber optic cable along CR 611.

 

FDOT FPN No. 437047 1 54 01; County PID No. 002600A; for grant funding not to exceed $1,548,300.00. Term expiration is May 2, 2022. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest and record the accompanying resolution in the public records of Pinellas County.

Summary

This agreement provides fifty percent (50%) of the construction funding required for the installation of ATMS/ITS on 49th Street N (CR 611) from 46th Avenue N to Gulf to Bay Boulevard (SR 60).  This project will enhance the flow of traffic through video detection and adaptive traffic signal control, provide necessary surveillance on the roadway and traffic conditions, and provide motorists with information for alerts, incidents and evacuations. Completion of the project will result in a more efficient travel network for Pinellas County citizens and visitors.  Project design is complete.

Background Information:

Construction consists of the installation of conduit and fiber optic cable, closed-circuit television cameras, dynamic message signs and traffic signal controller cabinets.  The 49th Street N. (CR 611) project was developed to increase the coverage area of the county’s ATMS / ITS network.

The project includes installation of 4.11 miles of conduit and fiber optic cable along CR 611 where it ties into the county’s existing fiber at U.S. Highway 19. Nine (9) closed circuit television (CCTV) cameras will be installed to increase traffic monitoring capabilities; three (3) dynamic message signs (DMS) will be placed at strategic locations; and eleven (11) traffic signal controller assemblies will be replaced.

The project is part of an overall implementation of the Countywide ATMS/ITS effort that was adopted and funded by the Board utilizing the Ninth Center Local Option Fuel Tax (LOFT) in 2006.

Section 14(b and c) of this agreement requires the County to indemnify and hold harmless the FDOT to the extent permitted by law as limited by and  pursuant to the provisions of Section 768.28, Florida Statutes.  County Resolution 06-70 prohibits the County from indemnifying others under most circumstances.  FDOT will not modify the indemnification section of this agreement, as this is a standard requirement in its agreements.  Staff and the County Attorney agree that the FDOT request is within an acceptable level or risk.

 

Fiscal Impact:

The total estimated construction cost for this project is $3,096,600.00, which includes construction, CEI and equipment to be purchased by the County. Funding for the construction of this project includes 50% participation from an FDOT CIGP grant ($1,548,300) and 50% from the Pinellas County Ninth Cent Local Option Fuel Tax (LOFT).  This project is budgeted in the Capital Improvement Plan under the Advanced Traffic Management Systems program.
