Recommended Action

Sitting as the Pinellas County Emergency Medical Services (EMS) Authority, approve revisions to the Pinellas County EMS Rules and Regulations.

 

                     Pinellas County existing EMS Rules and Regulations are periodically updated.

                     This item updates those rules as recommended by the Medical Control Board and EMS Advisory Council.  The changes are as follows:

1.)                     Allows Emergency Medical Technician Instructors for specialized courses such as Basic Life Support and public education.

2.)                     Changes the name of the “Continuing Medical Education Planning Committee” to the “EMS Training Group” to account for their oversight of the EMS Academy.

3.)                     Memorializes the “EMS Academy” approach from the former Office of the Medical Director/System Orientation.

4.)                     Memorializes the “Clinical Status Inquiry” for transfers to another agency.

5.)                     Memorializes Emergency Pediatric Care as our pediatric training standard.

6.)                     Provides for a provision period for new CME Instructors.

7.)                     Provides a 30-day timer on Administrative/Medical Control Directives unless otherwise specified.

8.)                     Clarifies limited practice personnel assigned to the Communications Center.

Staff recommends that the EMS Rules & Regulations be amended to provide for several improvements.  These improvements will include:
-  Allowing EMT Instructors for specialized courses (i.e. Basic Life Support and public education)

The EMS Advisory Council has reviewed and unanimously supports the changes to the EMS Rules & Regulations and a letter of support is attached.

Background Information:

The Pinellas County EMS Rules and Regulations have been developed to facilitate ongoing improvements in the quality of emergency and non-emergency prehospital and inter-facility medical care for the citizens and visitors of Pinellas County. These rules and regulations are promulgated by the Pinellas County EMS Authority in accordance with Pinellas County Code, Chapter 54 (EMS Ordinance), Florida Statutes, Chapter 401 and Florida Administrative Code, Chapter 64-J with incorporation of any subsequent amendments.
