Approval of the contract for sale and purchase of parcel 01-28-15-88560-144-0011 (1421 Virginia Avenue) adjacent to a County-maintained creek between 14th Street and 15th Street (extended) in Palm Harbor.

 

                     The purchase price for this parcel is $300,000.00. 

                     The Bee Branch Creek Phase III project is intended to prevent erosion, stabilize creek banks and protect adjacent structures from damage.

                     Existing structures on the subject parcel are near to and perched above the creek. Parcel acquisition and removal of the structures avoids construction of a steel sheet pile retaining wall which minimizes risk and reduces project costs.

                     The Public Works Department requires site access to perform regular creek maintenance in accordance with Bee Branch Creek Phase III project.

                     Purchase of the property allows for the potential of additional water quality and flood control benefits.

Summary

This action allows for the purchase of a 0.49-acre parcel proximate to and contiguous with the County’s Bee Branch Creek Phase III Project to provide access to the creek for design, construction, access, and future maintenance of the creek.  The Public Works Department is requesting the purchase.

Background Information:

The objective of the Bee Branch Phase III Maintenance Project is to minimize sedimentation, erosion, and encroachment of Bee Branch Creek between 14th Street and 15th Street in Palm Harbor and to reduce sediment transport downstream into environmentally sensitive areas. This project links Bee Branch Phase II (15th Street to 19th Street-previously constructed) and Bee Branch Phase I (14th Street to Omaha Street-construction completed in 2019). Bee Branch Phase III was separated from the other two sections as this portion of the creek did not have perpetual easements nor maintenance access.

The subject parcel appraised for $225,000.00. The counteroffer of $300,000.00 was accepted under the premise that the costs will be offset by avoidance of constructing a steel sheet pile retaining wall. The estimated cost-savings is at least $460,000.00.

 

Fiscal Impact:

The parcel purchase is $300,000.00. The County will also be responsible for closing costs estimated at $2,600.00 These costs will be offset by preliminary estimated construction savings in excess of $460,000.00 Funding to support this purchase is through the Penny for Pinellas Local Government Infrastructure Sales Surtax and included in the FY20 Capital Improvement Plan Project ID # 002121C.
