Approval of the ranking of firms and execution of agreements with Bio-Tech Consulting, Inc., Cardno, Inc. and Vanasse Hangen Brustlin, Inc. for environmental planting, monitoring and maintenance services.

 

                     This contract provides environmental planting, monitoring, reporting and maintenance services by qualified, experienced firms based upon project requirements and pre-established pricing.

                     This Contract will primarily be utilized by the Public Works Department with some services utilized by the Parks and Conversation Resources Department (Parks).

                     Five (5) firms submitted proposals with the top three (3) firms recommended for award.

 

Contract No. 178-0473-P(LN) in an annual amount of $475,000.00 for a sixty-month (60) term total of $2,375,000.00.  Authorize the Chairman to sign and the Clerk of the Court to attest

Summary:

This contract establishes a short list of qualified and experienced environmental firms to be used on an as needed basis by the Public Works and Parks Departments.  Services include but are not limited to: aquatic plant management services of undesirable aquatic and terrestrial plants from ponds, canals, banks, and ditches and mitigation services which includes planting, permit monitoring, and reporting activities for mitigation areas.

 

Background Information:

On September 13, 2019, the Purchasing and Risk Management Division released a request for proposal for the above services resulting in five (5) responsive proposals.  The firms in order of ranking are attached on the ranking spreadsheet.

 

Fiscal Impact:

Estimated expenditure not to exceed:  $2,375,000.00

 

Estimated Annual Expenditure not to exceed:  $475,000.00

 

Funding is provided through the Parks and Conservation Resources Operating Budget, the Infrastructure Sales Tax (Penny for Pinellas), Surface Water Fund, and various Capital Improvement Program (CIP) funding allocations.
