Recommended Action:
Approval and execution by the County Administrator of the Specific Performance Agreement (Agreement) with YMCA of the Suncoast, Inc. (YMCA) for operating expenses at the Greater Ridgecrest YMCA.
• Funding for operating expenses including utilities, program materials, janitorial supplies and services, aquatic chemicals, and a portion of base operational salaries related to recreational programming for the benefit of residents of the Greater Ridgecrest Neighborhood Revitalization Strategy Area (NRSA).
• The Greater Ridgecrest YMCA is located within the County owned Omni Center and provides recreational programs, benefitting approximately 4,935 residents within the NRSA.
• The SPA is effective for one (1) year, from October 1, 2019 to September 30, 2020 and is not to exceed $200,000.00 during the term of the Agreement.

Summary:
One of the projects to be carried out under the County’s Annual Action Plan for Fiscal Year 2019/2020 (FY20) is the funding of the YMCA of the Suncoast Omni Center Operations. This Agreement will provide funding for the operating expenses and program delivery salaries related to recreational programming from October 1, 2019 to September 30, 2020.
Background/Explanation
In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into a Specific Performance Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.
Fiscal Impact:
The total amount of funding for this agreement is not to exceed $200,000.00 during the term of the Agreement. Funding for this Agreement is included in the County’s FY20 Adopted Budget for Community Development Block Grant (CDBG) funds.
Delegated Authority:
Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1).
