Approval and execution by the County Administrator of the subrecipient funding agreements with four (4) nonprofit entities for the Edward Byrne Memorial Justice Assistance Grant-Countywide (JAGC).
• The Edward Byrne Memorial Justice Assistance Grant-Countywide (JAGC) is a recurring U.S. Department of Justice (DOJ) pass-through grant administered by the Florida Department of Law Enforcement (FDLE). County-level funding allocation is determined by FDLE based on population and crime statistics.
• Funding under this grant supports local projects that help reduce crime and improve the criminal justice system.
• The total JAGC funding allocation for Pinellas County from the Fiscal Year 2018 (FY18) award is $276,412.00. Following federal delays in program release to FDLE, a competitive solicitation was held with project recommendations made by the Pinellas Substance Abuse Advisory Board (SAAB)on May 10, 2019.
• Recommendations for nine (9) projects were approved by the Board of County Commissioners on July 23, 2019. (Legistar 19-827A)
• Four (4) projects totaling $125,771.00 were awarded directly to the Sheriff’s Office for sex offender tracking, City of Pinellas Park for officer equipment, City of Clearwater for a field identification project, and City of Treasure Island for senior programming.
• Human Services will administer five (5) of the projects totaling $150,641.00. One (1) project funds internal program administration for the grants at $27,641.00. The remaining four (4) projects are agreements with nonprofit agencies for a total of $123,000.00.
• The four (4) agreements for approval include: Alpha House for a Child Abuse Prevention program ($31,500.00), MORE Health for Firearm Safety & Violence Prevention training for youth ($25,000.00), Suncoast Center’s Forensic Focused Outreach for case management and treatment ($35,000.00), and Westcare Mustard Seed Inn Case Management ($31,500.00).

Summary:
JAGC projects are selected through a competitive solicitation and reviewed the by the SAAB. On May 10, 2019, the SAAB recommended nine (9) applicants for JAGC funding. These recommendations were approved by the Board of County Commissioners on July 23, 2019.
Of these projects, five (5) will be administered by Human Services. One (1) supports administration of the grant program and four (4) are subawards with the following nonprofits:
Alpha House Child Abuse Prevention $ 31,500.00
MORE Health Firearm Safety & Violence Prevention $ 25,000.00
Suncoast Center Forensic Focused Outreach $ 35,000.00
WestCare Mustard Seed Inn Case Management $ 31,500.00
Background/Explanation:
The JAGC is a recurring DOJ pass-through grant administered by FDLE. It represents 60% of the state’s total Federal Justice Assistance Grant award. Funds are allocated to the County based partially on population and crime statistics.
The JAGC is governed by Rule 11D-9 of the Florida Administrative Code. The SAAB was established in 1989 to comply with Rule 11D-9 and serve in an advisory capacity to the Board of County Commissioners. One of the SAAB’s primary duties is to review and recommend projects to be funded by the JAGC.
Fiscal Impact:
Funding is provided by the JAGC to support nine (9) projects in Pinellas County. Four (4) of these projects are agreements with nonprofit agencies for a total of $123,000. Funding for these agreements has been included in the FY20 Adopted Budget.
Delegated Authority:
Authority for the County Administrator to sign these agreements is granted under Code Section 2-62 (a)(1).
Authority for the Human Services Director to sign JAGC grant applications and other grant matters not requiring further Board approval is granted by a letter from the Board of County Commissioners dated April 29, 2019.
