Sitting as the Pinellas County Emergency Medical Services (EMS) Authority, approve the EMS Advanced Life Support (ALS) First Responder Growth Management Agreement with the Pinellas Suncoast Fire & Rescue District.

 

                     The Growth Management Plan is designed to reduce the growth of 911 response requests while also assuring the responses are safe and appropriate.

                     Extensive review of this plan ensures safe guards are in place for accuracy.

                     This is an “opt-in” agreement with all Provider Agencies.

                     The Cities of Clearwater, Largo, Safety Harbor and Seminole as well as the Lealman Special Fire Control District have already entered into this agreement with the EMS Authority.

                     Results have been positive and as expected with participating agencies.

                     The Growth Management Plan has been reviewed and supported by the Data Driven Focus Group, the EMS Medical Control Board and the EMS Advisory Council.

                     This agreement shall be effective upon execution and shall expire on September 30, 2020. The agreement may be extended for three additional one-year terms.

The Pinellas Suncoast Fire & Rescue District desires to enter into the EMS Advanced Life Support Growth Management Agreement with the EMS Authority.

This agreement shall be effective upon execution and shall expire on September 30, 2020.  This agreement may be extended for three (3) additional one (1) year terms.

Background Information:

On May 7, 2019, the EMS Authority approved the EMS Advanced Life Support Growth Management Agreement with the Cities of Clearwater, Largo, Safety Harbor and Seminole as well as the Lealman Special Fire Control District.  This agreement is an “opt-in” agreement with all Provider Agencies.  The goal is to ensure ALS First Responder Units are available for life-threatening emergencies, potentially life-threatening emergencies and fire suppression.  The Growth Management Plan is designed to reduce the growth of 911 response requests while also assuring the responses are safe and appropriate.

The plan also contains provisions for other growth management initiatives to reduce the demand for EMS services through public education, community outreach, pathway management and alternate response configurations for segments of patients not experiencing life-threatening or potentially life-threatening emergencies.

The Data Driven Focus Group (DDFG) consisting of Fire Chiefs, R911 Dispatch, Ambulance Company, County EMS has done extensive review of this plan and associated data, calculating the impact to call volumes ensuring the safe guards are in place for accuracy. Stakeholder groups such as Medical Control Board (MCB), the Emergency Medical Service Advisory Council (EMSAC) and DDFG have expressed support for the proposal. Although there has been no opposition from any DDFG stakeholders some members have remained neutral pending phase one implementation.
