Recommended Action
Sitting as the Emergency Medical Services Authority (Authority), issue Certificates of Public Convenience and Necessity (COPCN) for each wheelchair/stretcher van transport provider listed below. Authorize the Chairman to sign the certificates.
• Pinellas County Code, Chapter 54, requires firms providing Wheelchair/Stretcher Van Transportation Services to obtain a COPCN in order to operate.
• The following firms: Access A Ride, Corp;PH Transportation, L.L.C; VCare Medical Transport, L.L.C. have completed an application and meet the Authority’s inspection requirement to operate as a non-medical wheelchair/stretcher van transport business.
• The certificates will expire on June 30, 2020.
• If approved there will be a total of eighteen firms currently authorized to render either wheelchair only or wheelchair and stretcher van services.

The Certificate of Public Convenience and Necessity (COPCN) will expire on June 30, 2020. If approved, there will be a total of eighteen (18) providers currently authorized to render either wheelchair only or wheelchair and stretcher van services.
