Recommended Action

Approval of the Resolution certifying that monies received from the State Emergency Medical Services (EMS) Trust Fund will be used to improve and expand pre-hospital emergency medical services.

 

                     The State of Florida dispenses funds annually from the EMS Trust Fund to Boards of County Commissioners upon their application to the State. These funds cannot supplant existing County EMS budget allocations.

                     The grant rules require the Board of County Commissioners to submit a Resolution each year specifying the grant funds will be used to improve and expand the county pre-hospital EMS systems.

                     Grant revenue of $139,776.00 will be awarded by the State EMS Trust Fund to Pinellas County EMS upon application. No matching funds are associated with this Grant.

                     The funds will be used toward the implementation of a software system to track controlled substances and daily inspections of medical equipment, pharmaceuticals and supplies. Currently these are manual processes that will greatly benefit from automation in terms of tracking and accountability.

                     Recurring annual software cost estimated at $133,000.00 will need to be budgeted in the EMS Fund in future years.

 

Authorize the Chairman to sign the Grant application.

Background Information:

The Florida Emergency Medical Services Grant Act (Chapter 401, F.S.) specifies the sixty-seven Counties are the grant recipients. As such, the Board of County Commissioners and not the EMS Authority must apply for this grant.

For FY20, the award will be for $139,776.00. The funds will be used towards the implementation of a software system to track controlled substances and daily vehicle inspections of medical equipment, pharmaceuticals and medical supplies. Currently these are manual processes that will greatly benefit from automation in terms of tracking and accountability.

 

Fiscal Impact:

Grant revenue of $139,776.00 will be awarded by the State EMS Trust Fund upon application. No Matching Funds are associated with this Grant. Unused grant revenue from last year’s award estimated at $320,700.00 will also be used for this purpose. The revenue and expense were anticipated and included in the FY20 Adopted Budget. While the grant funding will fully support first-year licensing and installation cost estimated at $246,000.00, recurring annual software cost estimated at $133,000.00 will need to be budgeted in the EMS Fund in future years.
