Recommended Action

Approval of the cancelation of the current Tampa Bay Area Cooperative (Cooperative) contract (167-0390-B) with various firms as listed below and awarded by the Board of County Commissioners on August 1, 2017, due to one firm’s bankruptcy (Florida Dirt Source Inc.) and the inability of other participating firms to provide contract pricing for items supplied by Florida Dirt Source Inc. (Florida Dirt).

 

1.)                     Wholesale Landscape Supply, Inc. dba Big Earth Landscape Supply; Items 3, 7, 11, 18 and 19.

2.)                     Florida Dirt Source, LLC; Items 1, 2, 5, 6, 8, 9, 10, 12, 13 and 14.

3.)                     Stan Weeks & Associates, Inc.; Items 4, 15, 16 and 17.

 

Approval of award of bid to the firms listed below for Cooperative requirements of road and landscape materials.

 

1.)                     Southern Landscaping Materials, Inc.; Lines 1-2, 9-10, 15-20 for delivery, Lines 3-20 for pick-up.

2.)                     Stan Weeks & Associates, Inc.; Lines 3-7, 14 for delivery.

3.)                     Wholesale Landscape Supply dba Big Earth Landscape Supply; Lines 11-13 for delivery.

 

                     Cancelation of Cooperative Contract No. 167-0390-B is necessary due to the primary firm, Florida Dirt Source Inc. (Florida Dirt), declaring bankruptcy and the other awarded firm’s inability to provide product awarded to Florida Dirt (to fill the void) due to market conditions.

                     This Cooperative contract is for requirements of road and landscape materials necessary for roadway improvements and various improvements to grounds and landscapes.

 

Bid No. 189-0328-B(AM) in the annual amount of $581,649.30 for a sixty-month term total of $2,908,246.50 based on being the lowest, responsible bids received meeting specifications for County requirements.

Summary:

This Tampa Bay Area Purchasing Cooperative Contract (Cooperative) bid for annual requirements of road and landscape materials is administered by the County containing requirements from the Cities of Clearwater, Dunedin, Pinellas Park, Oldsmar and Tarpon Springs.  Cooperative participants are responsible for issuance of their own awards and purchase authorizations for a total of $4,182,596.10

These materials are necessary for roadway improvements and ground repairs; stabilization of soils at shoulders, ditches and stormwater ponds, and various improvements to grounds/landscapes. To best meet the needs of all participating County departments and cooperative agencies, materials were solicited for award on both delivered and picked up basis.

The contract contains a provision for unit price adjustments (increase/decrease) at twelve month intervals after the date of award and thereafter annually for the life of the contract, based on the average of the Producer Price Index - Nonmetallic Mineral Products.

 

Background Information:

On July 11, 2019, the Department of Administrative Services, on behalf of the Public Works Department and Cooperative participants, released an invitation to bid with the intent to establish a contract for supply of road and landscape materials.

Award to SiteOne Landscape Supply, LLC; Line 8 is for cooperative agencies’ requirements only.

The primary awarded vendor, Florida Dirt Source, LLC., declared bankruptcy and was court ordered to stop selling product. The two other vendors awarded portions of this contract, Stan Weeks & Associates, Inc and Wholesale Landscape Supply d/b/a Big Earth Landscape Supply were not able to hold their contract pricing and supply items to fill the void left from Florida Dirt’s bankruptcy.

 

Fiscal Impact:

County estimated sixty (60) month expenditure not to exceed:                     $2,908,246.50

Estimated County annual expenditure not to exceed:                                                               $   581,649.30

 

Funding is provided through each requisitioning department’s operating budget.  Cooperative participates are responsible for their own funding.
