Approval of the Subrecipient Funding Agreement with the Pinellas County School Board (PCSB) for the Bureau of Justice Assistance, Office of Justice Programs (BJA) STOP School Violence Prevention and Mental Health training program (STOP).

 

                     This Agreement provides BJA STOP grant funding to the PCSB to be utilized to implement the Pinellas Prevention and Mental Health Training Program, Project SSAVE, which seeks to reduce violent crime through the creation of school safety training and mental health programs for school personnel and students.

                     The main objectives of SSAVE are to provide training sessions to teachers and school personnel designed to help them recognize and respond to threats of violence and prevent violence on campus, and to provide education sessions and awareness campaigns to students with the intent to prevent violence against others or self.

                     The Agreement provides $499,922.00 for a 36-month period. Funding supports a Mental Health Specialist and provides instructional stipends and related expenses. There are no match or cost sharing requirements.

                     The Notice of Award for this grant was received on September 28, 2019.

Summary:

Funding supports a Mental Health Specialist and provides instructional stipends and related expenses.  There are no match or cost sharing requirements.

 

Background Information:

BJA funding through the STOP School Violence Act is designed to improve school security by providing students and teachers with the tools they need to quickly recognize and respond to violent attacks, mitigate risk exposure, and prevent acts of violence. It provides funding to state, local, and Indian tribal governments to develop threat assessment and crisis intervention teams and anonymous reporting systems designed to identify threats before they materialize, including those that originate from individuals with mental health issues; and for educating students, and training school personnel, and local law enforcement officers so that they can partner in preventing violent events from happening.

Pinellas County is required to be the applicant for this OJP grant.  Human Services has partnered with the Pinellas County School Board to administer the award for Project SSAVE.

 

Fiscal Impact:

Funding in the amount of $499,922.00 for a 36-month period is made available through the BJA STOP grant. There are no match or cost-sharing requirements. The grant was not included in the FY20 Adopted Budget.  It is anticipated that a Budget Resolution may be submitted in FY20 as a result of this award.
