 Approval of the Joint Project Agreement (JPA) with the City of Clearwater for utility work associated with the Lakeview Road Sidewalk and Drainage Improvements from South Lincoln Avenue to Stevenson Creek.

                     Construction project anticipated to advertise in February 2020.

                     Engineering estimate for total construction cost to County is $739,306.25.

                     The JPA will be in effect for two years from construction notice to proceed.

 

County PID No. 000489A; Estimated total cost to the City for utility work is $529,462.50. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:

Through this JPA, the County and the City of Clearwater (City) mutually agree that it is economically beneficial to have the County’s contractor perform the City’s utility work as part of the construction of the overall project.  The primary work to be performed on behalf of the City is the removal and replacement of approximately 850 linear feet of six-inch (6”) water main that conflict with proposed construction improvements.  Additionally, 180 feet of eight inch (8”) sanitary sewer pipe must be removed and replaced.

The attached JPA also provides the funding mechanism for the City to pay the County in advance of commencement of project construction activities, and further identifies both the County’s and the City’s responsibilities throughout the duration of the project.

 

Background Information:

The County will be improving, reconstructing and/or replacing existing sidewalk and drainage on both sides of Lakeview Road from South Lincoln Avenue to Stevenson Creek.  County staff anticipates commencement of construction activities to occur by early February 2020.  The project term for construction is anticipated to be eight (8) months in duration.

This JPA will result in cost savings to the County by reducing the costs for mobilization, maintenance of traffic, site restoration, as well as having one (1) contractor on-site to coordinate the timing of all work.  Utilizing the same contractor results in a cost savings and project administration efficiencies for all stakeholders.

 

Fiscal Impact:

The County project will be funded by the Local Infrastructure Sales Surtax (Penny for Pinellas): Transportation Function, Sidewalk program and is budgeted in the FY20-25 Capital Improvement Program. The City has verified that funding in the amount of $529,462.50 for the utility work they are responsible for is available. The City’s preliminary estimated utility work cost is $504,250.00, plus an additional five percent (5%) for County contract administration, compaction and backfill testing cost of $25,212.50.
