Approval of the award of bid to Granite Inliner, LLC for the Sewer Interceptor Rehabilitation - 94th Avenue to 86th Avenue and 86th Avenue to Pump Station 069 project.
• This contract is for Cured in Place Pipelining for rehabilitation of sewer pipes and manholes.
• Five bids and one “no bid” were received. Three of the five bids received were deemed non-responsive for providing the wrong bid submittal sheet or missing critical pricing information.
• Two responsive bids were received with award recommendation to the lowest responsive responsible bid Granite Inliner, LLC in the amount of $1,943,298.00.
• Granite Inliner, LLC will subcontract over $100K to Small Business Enterprise firms.
• All work is expected to be completed within 365 consecutive calendar days.
Bid No. 189-0320-CP(PLU); PID No. 002747C; in the amount of $1,943,298.00 based on being the lowest responsive, responsible bid received meeting specifications. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:
Summary
The purpose of this project is to clean, video, and install cured in place pipe (CIPP) in existing 12” and 18” gravity sewers. In addition, the project will rehabilitate all existing manholes.

Background Information:
Sewer interceptor pipelines collect sewage flow from local collection sewer piping systems and convey the flow to treatment facilities. Interruption of flow to these pipes due to breaks could impact sanitary sewer customers and cause significant environmental and/or health concerns if pipe breaks occur and spill out of the piping system.
The rehabilitation process will include the installation of bypass pumping systems, cleaning out existing sediment/debris, and the installation of large diameter CIPP liners.
Fiscal Impact:
Expenditure not to exceed: $1,943,298.00
Funding is derived from the Utilities Department Sewer Enterprise fund and is budgeted in the Capital Improvement Program: Physical Environment, Sewer Renewal and Replacement allocation.
