Recommended Action:
Approval and execution by the County Administrator of the Specific Performance Agreement (Agreement) with Community Action Stops Abuse, Inc. (CASA) for emergency shelter operations.
• Funding for operating expenses and direct services/program materials costs for emergency shelter activities.
• CASA provides emergency shelter, basic needs, childcare, individual and group support, mental health and substance abuse treatment, justice advocacy and access to employment, education and community resources, benefitting approximately 600 domestic abuse survivors.
• The SPA is effective for one (1) year, from October 1, 2019 to September 30, 2020 and is not to exceed $90,000.00 during the term of the Agreement.

Summary:
One of the projects to be carried out under the County’s Annual Action Plan for Fiscal Year 2019-2020 (FY20) is the funding of CASA for emergency shelter operations. This Agreement will provide funding for program delivery salaries and direct service/program material costs for emergency shelter operations from October 1, 2019 to September 30, 2020.
Background/Explanation
In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into a Specific Performance and Land Use Restriction Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements. A Land Use Restriction Agreement is not applicable to this Agreement with CASA.
Fiscal Impact:
The total amount of funding for this agreement is not to exceed $90,000.00 during the term of the Agreement. Funding for this Agreement is included in the County’s FY20 Adopted Budget for Community Development Block Grant (CDBG) funds.
Delegated Authority:
Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1).
