Recommended Action:
Approval and execution by the County Administrator of the Specific Performance Agreement (SPA) with Religious Community Services, Inc., dba RCS Pinellas (RCS), for operating expenses at Grace House emergency shelter.
• Funding for operating expenses, program delivery salaries, and indirect/administrative costs for follow-up case management for shelter participants.
• RCS provides emergency shelter, basic needs, individual and group support, education and community resources. RCS will provide follow-up case management to approximately 170 participants exiting the shelter program and provide ongoing support to assist families with their return to self-sufficiency and long-term stability.
• The SPA is effective for one year, from October 1, 2019 to September 30, 2020 and is not to exceed $35,282.00 in Community Development Block Grant funds during the term of the Agreement.

Summary:
One of the projects to be carried out under the County’s Annual Action Plan for Fiscal Year 2019-2020 (FY20) is the funding of RCS for emergency shelter operations. This Agreement will provide funding for emergency shelter operations from October 1, 2019 to September 30, 2020.
Background/Explanation
In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into a Specific Performance Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements.
Fiscal Impact:
The total amount of funding for this agreement is not to exceed $35,282.00 during the term of the Agreement. Funding for this Agreement is included in the County’s FY20 Adopted Budget for CDBG funds.
Delegated Authority:
Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a) (1).
