Approval of Change Order No. 2 with Duval Landscape Maintenance, LLC (Duval) for requirements of landscape and grounds maintenance.

 

                     Change Order No. 2 reduces the contract ($939,533.28) for the purpose of providing opportunities for small businesses to compete for portions of this contract and to shift some of the mowing work to a new contract with Yellowstone Southeast which was awarded by the County Administrator on October 3, 2019.

                     Due to the size and complexity of this contract, Duval was having difficulty maintaining contract standards.

                     Duval will still provide landscape and grounds maintenance for the Utilities Department until a new contract is solicited and awarded in the future.

 

Contract No. 167-0018-B (AM) for a reduced amount of ($939,533.28) for a revised contract value of $5,755,741.24 with an annual expenditure of $1,151,148.25; effective through January 11, 2022.

Summary:

Change Order No. 2 reduces the portion of the contract for the Facilities and Real Property locations countywide that are managed by Parks and Conservation Resources Department (PCR). Due to the size and requirements surrounding this aspect of the contract, Duval was having difficulty keeping up with the work load.

The remaining portion of the contract with Duval contains more traditional landscape and grounds maintenance requirements for the Utilities Department only.

 

Background Information:

On January 10, 2017, the Board of County Commissioners approved the award of bid to Duval for landscape and grounds maintenance for the Real Estate Management, Parks and Conservation Resources, Public Works and Utilities Departments. On January 10, 2017, the Board of County Commissioners approved Change Order No. 1 to reduce the contract for Public Works Median/Right of Way Pond/Outparcel Service Locations mowing and maintenance (right of way mowing).

 

Fiscal Impact:

Approved sixty-month expenditure not to exceed:                                                               $6,695,274.53

Decrease due to removal of Real Estate Management locations:                     ($ 939,533.28)

Total estimated expenditures not to exceed through 1/11/22:                                           $5,755,741.24

 

Estimated annual amount not to exceed: $1,151,148.25

 

Funding is derived from the operating budgets of requisitioning departments.
