Approval and execution by the County Administrator of the Specific Performance Agreement (Agreement) with Pinellas Opportunity Council, Inc. (POC) for operating expenses and program delivery salaries for the Chore Services Program.
• Funding for operating expenses including rent, insurance and program delivery salaries for the Chore Services Program.
• The Chore Services Program provides heavy household cleaning, yardwork and minor repair services, benefitting approximately 38 individuals who are 62 years of age or older.
• The Agreement is effective for one year, from October 1, 2019 to September 30, 2020 and is not to exceed $30,000.00 during the term of the Agreement.

Summary:
One of the projects to be carried out under the County’s Annual Action Plan for Fiscal Year 2020 (FY20) is the funding of POC for its Chore Services Program. This Agreement will provide funding for operating expenses and program delivery salaries for the Chore Services Program from October 1, 2019 to September 30, 2020.
Background/Explanation:
In accordance with the adopted Consolidated Plan and Annual Action Plan, it is necessary to enter into a Specific Performance and Land Use Restriction Agreement with qualified agencies to allow for certain activities stated in the Annual Action Plan to be contractually delegated and specify the obligation of the agencies receiving funds in meeting Federal, State and County requirements. A Land Use Restriction Agreement is not applicable to this Agreement with POC.
Fiscal Impact:
The total amount of funding for this agreement is not to exceed $30,000.00 during the term of the Agreement. Funding for this Agreement is included in the County’s FY20 Adopted Budget for Community Development Block Grant (CDBG) funds.
