Approval to submit a grant proposal to the Florida Department of Economic Opportunity and Enterprise Florida, Inc. (DEO/EFI) to fund design plans and specifications to construct new taxiways that provide airfield connectivity to the Airco property at the St. Pete-Clearwater International Airport (PIE).

 

                     The Florida Job Growth Grant Fund is an economic development program designed to help fund projects that promote public infrastructure and workforce training across the state.

                     In 2019-2020, DEO/EFI has obligated $40M to fund projects that focus on rapidly developing infrastructure initiatives that attract businesses that can generate a highly-skilled workforce and promote economic growth.

                     This grant will help fund engineering design services required to construct new taxiways that are needed to provide airfield connectivity to the western portion of Airco dedicated for aeronautical development.

                     PIE’s request from the state is for $1,897,380.  PIE would provide a $210,820 match for a total of $2,108,200.

Summary:

The west portion of Airco, that is dedicated for aeronautical development, does not currently have connectivity to the airfield.  The construction of new taxiways is needed before aeronautical use development can occur. 

There is $40M in the Florida Job Growth Fund in FY20 to help fund projects that focus on rapidly developing infrastructure initiatives that attract businesses that can generate a highly-skilled workforce and promote economic growth.  Grant applications are currently being accepted.  The DEO/EFI will continue to award grants until the $40M is expended.

The estimated design budget is $2,108,200.00.  The program requests that a match be provided; PIE proposes a 10.0% match.

 

Background Information:

Proposals are reviewed by the DEO/ EFI and chosen by the Governor for proposals that meet the demand for workforce and/or infrastructure needs in the State of Florida.

 

Fiscal Impact:

The design project budget is as follows:

 

State of Florida (90.0%)                                                                                                         $1,897,380.00

Airport Fund - Capital Construction State (10.0%)                     $   210,820.00

The future construction of the new taxiways is estimated to be $12.0M and will be funded using future Federal Aviation Administration Airport entitlement funds.

 

While this grant was not anticipated as a funding source in the development of the FY20 Adopted Budget, the project is included in the FY20 Adopted Budget and FY20-25 Capital Improvement Plan.
