Approval and execution by the County Administrator of the Agreement with Community Health Centers of Pinellas, Inc. (CHC) to continue participation in the Pinellas Opioid Task Force and substance abuse prevention activities, expanded healthcare services in the Lealman community, and expanded dental services in Clearwater and south St. Petersburg.

 

                     This Agreement provides funding in the form of Intergovernmental Transfers (IGT) for participation in the State Low Income Pool (LIP) to continue to support CHC’s expanded healthcare services. 

                     Expanded services will include participation in local opioid abatement and substance abuse education efforts, distribution of naloxone kits, working with partners to assist with Substance Exposed Newborns, expanded health services for residents of the Lealman community, and increased access to dental care for residents of Clearwater and south St. Petersburg.

                     Funding in an amount not to exceed $512,558.00 has been identified in the Fiscal Year 2020 Tentative Budget. Parties agree payment will be made to the State of Florida on behalf of CHC pursuant to the LIP Letters of Agreement or subsequently designated state low-income healthcare pool. This will result in enhanced program funding in the anticipated amount of $586,813.00, for a total of $1,099,371.00 to be utilized for expanded services.

                     On September 26, 2017, the Board of County Commissioners of Pinellas County granted the County Administrator authorization to execute necessary agreements with the state and with local partners in initiate IGT’s pursuant to Resolution 17-70.

Summary:

This Agreement provides funding in the form of IGT for participation in the State LIP to continue to support CHC’s expanded healthcare services as originally proposed in FY18.  Activities continuing under this third year of funding include: active participation in the Pinellas County Opioid Task Force, distribution of naloxone kits, provision of annual substance abuse prevention training for providers, ongoing education related to opioid deaths and abuse prevention, utilization of  CHC’s Obstetrics Program to work with partners on assisting with Substance Exposed Newborns, provision of expanded health care services for residents of the Lealman community, and support of increased access to dental care for residents of Clearwater and south St. Petersburg. 

As a result of the County’s participation and support of $512,558.00 in IGTs on CHC’s behalf, an estimated $1,099,371.00 will be available to CHC through LIP to aid in providing expanded services within the community.

 

Background/Explanation:

Pinellas County continues to seek opportunities to assist local hospital and healthcare partners in maximizing revenues while serving our most needy citizens.  State funding known as Medicaid LIP allows local governments to increase certain Medicaid hospital and other healthcare provider payments by providing the required State Medicaid Assistance Percentage (SMAP) through Intergovernmental Transfers (IGTs).  The source of SMAP must be locally generated tax dollars.

CHC is a non-profit Federally Qualified Health Center (FQHC) that provides affordable, high-quality primary health care services to the residents of Pinellas County. 

From October 2018 through March 2019, CHC provided established 66 new Naloxone distribution points, and provided over 1,615 dental encounters in south St. Petersburg and Clearwater.   Additionally, CHC provided over 2,653 medical encounters in their Lealman clinic.

 

Fiscal Impact:

Funding in an amount not to exceed $512,558.00 has been included in the FY20 Tentative Budget for this purpose.
