Approval of the Joint Participation Agreement with the Florida Department of Transportation (FDOT) for utility work located at the north county satellite site.

 

                     Work consists of constructing and installing FDOT’s drainage outfall pipes at the County’s project site.

                     Cost of FDOT work is $1,255,220.00 and will be reimbursed to the County by FDOT following construction completion.

                     A companion item will be presented for approval on an upcoming agenda consisting of a change order, for the same amount, to the County’s construction contract with Keystone Excavators, Inc. for this project.

Summary:

This Joint Project Agreement (JPA) provides the mechanism for the County’s contractor to complete FDOT’s utility work as part of the County’s project, and provides the mechanism for FDOT to reimburse the County for their portion of project costs.

Work associated with this JPA includes constructing and installing drainage outfall pipes on U.S. 19/SR 55 at the County’s North County Satellite Site project.  Construction activities include the installation of approximately 770 linear feet of 66 inch concrete pipe, 8 linear feet of 54 inch concrete pipe, and 205 linear feet of dual 48 inch concrete pipes 10 to 24 feet deep, as well as the installation of four (4) J-8 10 foot manholes 19 to 24 feet deep, and the installation of approximately 40 linear feet of 48 inch steel pipe.

 

Background Information:

The North County Satellite Site project represents construction of a new Household Electronics and Chemical Collection Center (HEC3) Facility in the North County area, and student driving course.  In February 2019, following award to the County’s contractor, Keystone Excavators, Inc. for the North County Satellite Site Contract (NCSS), the County was informed by FDOT of their new project that was under design at the time located at the U.S. 19 Interchange and SR 586 (Curlew Road).  This project proposed drainage easement (60-feet wide) improvements and associated storm drain pipe replacement (double 54 inch pipes) that were to be aligned through the County’s North County Satellite Site project.  The alignment of the US 19 storm drain pipes located along the western and southern property line were determined to be in conflict with the storm drain proposed to service the County’s NCSS.

Originally, the FDOT’s U.S. 19 Interchange project was anticipated to be constructed in their Fiscal Year (FY) 2021, approximately one year after the completion of the North County Satellite Site.  County and FDOT staff coordinated to resolve the utility conflict to avoid disruption to the project site twice, as well as acting in the best interest of the general public and to the economic advantage of both parties.  The FDOT decided to advance their project design, and the County’s contractor agreed to construct the new drainage easement and associated storm drain pipes running through the County’s project.

 

Fiscal Impact:

The cost for FDOT’s work is $1,255,220.00.  Funding for payment to the County’s contractor is provided by the Solid Waste Fund.  The FDOT will reimburse the County for construction activities in their FY 2021/2022 (FDOT’s FY21 begins July 1, 2020 and ends June 30, 2021).

While this project is included in Solid Waste’s FY20 CIP budget, the project budget will need to be increased by $1,255,220.00 for the Tentative Budget as a result of this agreement.
