Approval of the Funding Agreement with Boley Centers, Inc. for permanent supportive housing resources.

 

                     This Agreement provides funding for staff, operations, and services for permanent supportive housing units.

                     Funding in an amount not to exceed $603,202.00 has been included in the Human Services’ Fiscal Year (FY) 2020 Budget Request. The funding amount increases to $669,869.00 for FY21 and FY22 for additional units currently under development.

                     This Agreement consolidates the original funding of nine housing programs with additional programs from Decision Packages in FY17, FY19, and FY20 into one comprehensive funding agreement.

Summary:

This Agreement provides funding for staff, operations, and services for PSH units. Boley provides residents with on-site case management which may include connection to services such as medical care, vocational training and job placement, and other community support services. PSH is a critical need within our community.

During the first two quarters of FY19, 459 PSH clients remained in the program, 28 PSH clients worked for wages, and 517 PSH clients engaged in meaningful daytime activities, such as school, day services, work, and volunteering.

 

Background Information:

Boley is a private, not-for-profit organization serving individuals with mental disabilities, individuals and families who are homeless, veterans, and youth in Pinellas County.

County funding originally supported operations and services for nine (9) housing programs under Boley. The programs provided permanent, transitional, or Safe Haven supportive housing for over 190 low-income residents who are disabled by mental illness. In FY17, the Board of County Commissioners (Board) added funding to Boley for additional PSH services as part of a comprehensive approach to systematically reduce homelessness in Pinellas County. In FY19, additional funding was added to implement the Board approved decision package for homeless service expansion which incorporated incremental increases for FY20 and FY21. By FY20, County funding will support operations and services for thirteen (13) housing programs under Boley.

 

Fiscal Impact:

Funding in an amount not to exceed $603,202.00 has been included in the FY20 Proposed Budget for this purpose. The funding amount increases to $669,869.00 for FY21 and FY22.
