Approval of the Funding Agreement with Catholic Charities Diocese of St. Petersburg, Inc. (Catholic Charities) for Pinellas Hope emergency shelter.

 

                     This Renewal and Amendment No. 4 provides funding for Pinellas Hope, an emergency shelter which provides safe, temporary housing and support services to individuals and couples (not families) as they work toward self-sufficiency.

                     Funding in an amount not to exceed $500,000.00 has been identified in the Human Services’ Fiscal Year 2020 General Fund Budget Request.

                     On August 18, 2015, the Board of County Commissioners approved the original agreement with Catholic Charities to provide emergency shelter, food, transportation, employment assistance and social services to citizens facing homelessness.

Summary:

The Second Option of Renewal provides funding for Pinellas Hope, an emergency shelter which provides safe, temporary housing and support services to individuals and couples (not families) as they work toward self-sufficiency.

This action also amends the Agreement to provide additional Housing First and coordinated entry requirements, as well as guidance for disaster response.

 

Background Information:

In December 2007, Catholic Charities established Pinellas Hope in partnership with the local government, businesses, the interfaith community and other not-for-profits to provide approximately 250 units of temporary emergency shelter to homeless individuals. Pinellas Hope has expanded from what was known as a small tent city to a larger campus-style setting that includes approximately 160 tents, 70 Hope Cottages and 150 permanent supportive apartment units for veterans, chronic homeless individuals and other high need/high utilizer populations.

On August 18, 2015, the Board of County Commissioners (Board) approved the original agreement with Catholic Charities for $500,000.00 per fiscal year to provide emergency shelter, food, transportation, employment assistance and social services to citizens facing homelessness.

In FY18, Pinellas Hope served 1,416 clients and provided 66,517 shelter bed nights.

 

Fiscal Impact:

Funding in an amount not to exceed $500,000.00 has been identified in the Human Services’ Fiscal Year 2020 (FY20) General Fund Budget Request.
