Approval of the award of bid to Quinn Construction, Inc. for the Park Boulevard Drawbridge Machinery Rehabilitation project.

 

                     This project consists of replacement of the Park Boulevard Drawbridge electrical and control systems and rehabilitation of the mechanical systems.

                     Four bids were received with award recommendation to the lowest responsive responsible bid Quinn Construction, Inc. in the amount of $2,089,000.00.

                     All work is expected to be completed within 365 consecutive calendar days.

                     The Public Works Transportation Division identified the need for the rehabilitation of the Park Boulevard Bridge to provide operational improvements, improve safety, usability, integrity, and durability.

 

Bid No. 189-0247 (JJ); PID No. 001142B; in the amount of $2,089,000.00 on the basis of being the lowest responsive, responsible bid received meeting specifications. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:

The purpose of this project consists of the replacement of the bridge's electrical and control systems and rehabilitation of the mechanical systems to include new controls and power distribution system in the operator, electrical, and generator rooms.  Work also includes replacement of the span lock system, warning gate platform improvements, control house window replacement for high wind resistance, and the balancing of the bascule spans.

A Preliminary Engineering Report (PER) was conducted to provide an assessment of the bridge's electrical and mechanical components, providing a recommendation for a course of action. This PER served as the basis for the preparation of design plans for the replacement and rehabilitation of the electrical and mechanical systems, including replacement of the control house windows.

 

Background Information:

Park Boulevard Bridge was constructed in 1981. In recent years the bridge mechanical system has been repaired and upgraded; however the aging electrical/control system, now 38 years old, has never been rehabilitated. In recent years electrical failures have increased impacting the bridge operations and bascule openings. The system upgrade and rehabilitation will bring the bridge to current standards with newer technologies making operations significantly more reliable. In addition to the outdated electrical system, the tender house windows will be replaced.

 

Fiscal Impact:

Expenditure not to exceed: $2,089,000.00

 

This project is budgeted in the Capital Improvement Program: Transportation, Bridge Repairs and Improvements program allocation.  The funding source is the Local Option Fuel Tax.
