Reject the bid from Ajax Paving Industries of Florida LLC (Ajax) on the basis of being non-responsive for not meeting bid submittal requirements.

 

Approval of the award of bid to Kamminga & Roodvoets, Inc. for the 102nd Avenue North at Antilles Drive Intersection Improvements project.

 

                     This project consists of realignment, safety, operational and signalization improvements at 102nd Avenue North at the Antilles Drive Intersection.

                     Three bids were received with award recommendation to the lowest, responsive responsible bidder, Kamminga and Roodvoets, in the amount of $1,636,426.80.

                     All work is expected to be completed within 304 consecutive calendar days.

 

Bid No. 189-0239 (JJ); PID No. 001022A; in the amount of $1,636,426.80 on the basis of being the lowest responsive, responsible bid received meeting specifications. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:

This contract effects intersection realignment, safety, operational, and signalization improvements.  The intersection will be realigned and constructed to a more typical geometric configuration and includes the addition of mast arm signalization and pedestrian signals/features.  Pavement widening in conjunction with milling and resurfacing of the existing pavement will accommodate the addition of turn lanes and bike lanes.  Sidewalks, driveways, and crossings will be constructed to meet Americans with Disabilities Act (ADA) requirements, as well as adjustments to existing water and sewer utilities within the project limits.

Additionally, the bid submittal from Ajax is deemed non-responsive due to the fact that company submitted the bid in error, did not intend to bid on the project, and did not provide any unit pricing in the bid submittal sheets.

 

Background Information:

The Public Works Department Transportation Division identified the need for intersection improvements to enhance safety, provide operational improvements, reduce the frequency of crashes, provide pedestrian and bicycle features, and reduce vehicle delays as part of the Long-Range Transportation Plan.  Traffic analysis recommendations included the geometric reconfiguration of the intersection with the addition of left and right turn auxiliary lanes on the westbound approach, as well as the addition of sidewalks, crosswalks, bicycle lanes, and signalization.

 

Fiscal Impact:

Expenditure not to exceed: $1,636,426.80

 

Funding is derived from the Local Infrastructure Sales Tax (Penny for Pinellas).
