Recommended Action

Approval and execution by the County Administrator the Funding Agreement with University of South Florida (USF) for the Assisted Outpatient Treatment Grant Program (AOT).

● Under this Agreement USF will analyze data and provide a qualitative evaluation of AOT required by the grant.

● Funding for AOT is awarded under the Substance Abuse and Mental Health Services Administration’s (SAMHSA) Assisted Outpatient Treatment Grant Program for Individuals with Serious Mental Illness.  The total grant award is $4,013,640.00 for four (4) years ($997,160.00 annually and $25,000 is technical assistance funding) with no match required.  The USF agreement will provide required program evaluation at up to $201,865.00 over four years. 

● An Agreement with Directions for Mental Living, Inc., in an amount not to exceed $2,680,695.00 was approved at the January 8, 2019, Board Meeting (18-1915A).  Agreements with Personal Enrichment for Mental Health Inc., the Sixth Judicial Circuit, and the Public Defender totaling $1,127,079.00 were approved at the March 12, 2019, Board Meeting (18-1128D).

Summary:

This Agreement provides funding for USF to evaluate the AOT program.  AOT serves clients court-ordered to receive outpatient mental health treatment services.  Under this Agreement, USF will analyze data and provide a qualitative evaluation of AOT, as required by the grant. 

 

Background/Explanation:

Funding for this program is awarded under SAMHSA’s AOT for Individuals with Serious Mental Illness.  AOT will increase the capacity of mental health services available in Pinellas County for individuals with serious mental illness.

Pinellas County does not currently utilize court-ordered Assisted Outpatient Treatment.  The current system of care only offers Involuntary Residential Treatment and voluntary referral to treatment.  There is no less restrictive level of care for clients who do not qualify for Involuntary Residential Treatment but need further assistance engaging in follow-up care.

Fiscal Impact:

Funding in an amount not to exceed $201,865.00 is available through Grant # 1H79SM063549-01 from SAMHSA.  There is no match.  This grant has been incorporated in the FY19 Adopted Budget and FY20 budget request.

 

Total funding under Grant # 1H79SM063549-01 is $4,013,640.00 ($997,160.00 per year and an additional $25,000 Technical Assistance Funding in Year 1).  Grant funding not accounted for in this Legistar item has been allocated to Directions For Living, Inc. (18-1915A), Personal Enrichment through Mental Health, Inc. (18-1128D), the Sixth Judicial Circuit (18-1128D), and the Public Defender’s Office (18-1128D).

 

Delegated Authority:

Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a)(1).
