Recommended Action

Approval of the County Incentive Grant Program Agreement (CIGP) and accompanying resolution with the Florida Department of Transportation (FDOT) in the amount of $2,000,000.00 for the construction of the Phase 3 Advanced Traffic Management System/Intelligent Transportation System project at various locations throughout the County.

                     The FDOT CIGP grant provides up to fifty percent of the construction cost, with the County paying the remaining amount.

                     Design is complete and Construction will be completed by October 1, 2021.

                     The project will provide for enhanced traffic management along these corridors. 

 

FDOT FPN No. 437046-1-54-1; County PID No. 002601A. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:

The purpose of this agreement is to provide up to half of the funding needed for construction of the Phase 3 ATMS/ITS Project at various locations throughout the County.

 

Background Information:

FDOT is providing the County grant funding for construction of the Phase 3 ATMS/ITS Project.  Construction consists of closed-circuit television (CCTV) cameras, dynamic message signs (DMS) and controller cabinets at various intersections and road segments in the County. The County has installed several miles of ATMS/ITS network on County and State facilities; however, there are additional areas where CCTV cameras and dynamic message signs are necessary. These needs are in areas that were originally bypassed due to conflicting construction, or have been identified for additional devices to provide complete coverage. The Phase 3 ATMS/ITS Project will address these additional needs.

The Phase 3 ATMS/ITS Project construction will include an additional twenty-two (22) CCTV cameras, three (3) new DMS structures and any necessary fiber for connection of these devices to the County’s fiber optic network.  Areas where construction will take place include parts of central Pinellas County along State Road (SR) 686, Gulf to Bay Boulevard (SR 60), the area between Curlew Road and SR 580, and a small section of East Lake Road near Keystone Road.

Furthermore, staff requested FDOT revise the indemnification language contained in Section 14 of the Agreement to be in accordance with County Resolution No. 06-70.  The FDOT will not modify their boilerplate as this is a standard requirement.  Staff and the County Attorney agree that this does not increase liability to the County beyond an acceptable level of risk.

 

Fiscal Impact:

The projected cost for the construction phase of this project is $4,000,000.00, with FDOT providing $2,000,000.00 (50%), and the County providing the remaining amount through the 9th Cent Local Option Gas Tax. The County’s portion is budgeted in the Capital Improvement Program, Transportation and Traffic Flow, Advanced Traffic Management Systems program.
