Approval of the ranking of firms and agreement with Cardno, Inc. for professional engineering services pertaining to the Fort DeSoto Bay pier and dock replacement project.

 

                     This contract is for professional engineering services to prepare the design and construction plans for the replacement of the Fort DeSoto Bay Pier and Dock.

                     Award recommendation is to Cardno, Inc. per the Consultant Competitive Negotiation Act in the amount of $897,980.30.

                     The pier structure serves as a docking point for multiple agencies and users including Tampa Bay Marine Pilots, U.S. Fish and Wildlife Service, and Florida Department of Environmental Protection.

                     The Federal Transit Administration (FTA) awarded a grant to the County to pay for design for the new pier/dock.

                     The professional engineering services and construction administration are expected to be completed no later than December 31, 2023.

 

Contract No. 178-0370-NC (SS); in the amount of $897,980.25 from notice to proceed for one thousand three hundred ninety-five (1,395) consecutive calendar days.  Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:

This contract provides for professional engineering services to prepare the design and construction plans for the replacement of the Fort DeSoto Bay Pier and Dock.  The Pier was originally constructed in 1969, reconstructed in 1984, and repaired in 2006. The Pier has now come to the end of its useful life and requires complete replacement.

Cardno, Inc. is to complete final design within 24 months from issuance of notice to proceed.  Both design phase and construction phase services are to be completed by December 31, 2023.  The agreement duration of 1,395 calendar days retains Cardno, Inc. through construction completion for post design services as required by the County.

 

Background Information:

The pier structure serves as a docking point for multiple agencies and users including Tampa Bay Marine Pilots, U.S. Fish and Wildlife Service, and Florida Department of Environmental Protection.  It is expected that the new pier and dock will resemble the existing structure, utilize materials with a greater ability to withstand the aggressive environment with a desired minimum of a 50 year life, and incorporate the needs for all dock users and meet requirements of the Americans with Disabilities Act (ADA).

The FTA has awarded a grant for the design of the new pier and dock. This grant requires that the project meet all requirements of the National Environmental Policy Act (NEPA).

The consultant will provide all environmental services necessary to meet NEPA requirements for the removal and replacement of the Bay Pier and boat dock facility.  The consultant will also provide all professional services necessary to design; prepare plans; develop construction specifications; and provide engineering services for the proposed improvements.  These improvements will be designed in accordance with  County Standards, ADA, Florida Building Code, and other codes, standards, specifications, and requirements applicable to this type of structure.

A contingency amount of $75,000.00 is included for minor unforeseen circumstances that may arise during development of the project and will only be used at the discretion and approval of the County.

A Request for Qualifications to comply with the Consultants Competitive Negotiation Act, per Florida Statute 287.055, was released on July 12, 2018; the negotiation and scoping process was concluded in March 2019.

The contract includes negotiated fully burdened hourly rates including all labor, direct/indirect overhead, margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.

 

Fiscal Impact:

Funding for the design phase of the project is provided through an FTA grant.  The project is budgeted in the Capital Improvement Program: Culture and Recreation, Countywide Parks Projects program allocation.

Contingency:             $ 75,000.00
