Summary:
Amendment No. 1 is a time only extension to the Cooperative Agreement revising the Agreement expiration date from March 31, 2019 to December 31, 2020. The extension for the Agreement is needed because of a delay in the County’s acquisition of a new Light Detection and Ranging (LiDAR) dataset, which is a necessary component for the WMP. LiDAR is a remote sensing method that uses light in the form of a pulsed laser to measure surface characteristics of the Earth. LiDAR is used in the WMP as an integral component of the modeling effort. The LiDAR data for the Anclote Watershed has been acquired, QA’d, and the WMP study is now ongoing.
Background/Explanation:
The Anclote River has a watershed area of 9,000 acres within the County and discharges into St. Joseph Sound. In recent years, the watershed and its associated natural resources have begun exhibiting signs of ecological stress. The watershed is presently listed on the state’s verified impaired waters list for dissolved oxygen and nutrients (historic Trophic State Index). There are also some flooding issues that need to be resolved.
The following elements are to be performed for the Anclote River Watershed
1. Watershed Evaluation
2. WMP - Floodplain Analysis
3. WMP - Flood Protection Level of Service Determination
4. Surface Water Resource Assessment
5. Best Management Practices Alternative Analysis
