Plaintiff’s Complaint alleges damages resulting from a City of Largo project where the Plaintiff was boring underground and struck a water main owned by Pinellas County. Plaintiff alleges Pinellas County negligently marked the underground facility and seeks damages for delays and additional costs in the construction project.
