Recommended Action

Approval and execution by the County Administrator of the First Amendment with the State of Florida Department of Health (DOH) for the operation of the Pinellas County Health Department (DOH Pinellas).

● This Amendment adds funding in the amount of $315,000.00.  This Amendment also contains state and federal funding revisions and administrative changes requested by the State of Florida.

● Additional funding has been identified in the Health Department FY19 Special Revenue Fund appropriation.  The original Agreement is an amount not to exceed $6,474,500.00, and this amendment increases the total “not to exceed” amount to $6,789,500.00.  This funding is generated by a dedicated, countywide Health Department millage.

● The Board of County Commissioners (Board) approved the fiscal year 2019 (FY19) DOH Operations contract for county funding on October 9, 2018 with a term from October 1, 2018 to September 30, 2019.  The Board delegated the authority to execute administrative amendments to the County Administrator.

Summary:

This Amendment adds funding in the amount of $315,000.00.  This Amendment also contains state and federal funding revisions and administrative changes requested by the State of Florida.

Changes are described in detail in the attached correspondence from DOH and include the following:

1.  Page 2, Core Contract, Section 4. FUNDING Paragraph a. i, is hereby amended to change the “amount not to exceed” amount to $19,855,069.00, and Paragraph a. ii, is hereby amended to change the “amount not to exceed” amount to $6,789,500.00;

2.  Attachment II, Part I, Page 1 of 1 is hereby amended by replacing the existing provisions with the attached amended Attachment II, Part I, Page 1 of 1;

3.  Attachment II, Part II, Pages 1 through 4 are hereby amended by replacing the existing provisions with the attached amended Attachment II, Part II, Pages 1 through 4;

4.  Attachment II, Part III, Pages 1 and 2 are hereby amended by replacing the existing provisions with the attached revised Attachment II, Part III, Pages 1 and 2;

5.  Attachment A, Schedule C Detail By Appropriation Category, is hereby amended by replacing the existing provisions with the attached revised Attachment A, Schedule C Detail By Appropriation Category, pages 1 through 4;

6.  Attachment B, Reconciliation Between Attachment II, Part II, and Schedule C, is hereby amended by replacing the existing provisions with the attached revised Attachment B of the same name, Page 1 of 1;

7.  Attachment C, Analysis of Fund Equities Report, is hereby added to provide the actual CHD Trust Fund Ending Cash Balance by 9/30/18 amounts (4 pages);

8.  Attachment D - J are hereby added to show adjustments in funding through funding memorandums from the department’s Schedule C (23 pages);

 

Background/Explanation:

The agreement with DOH for operation of DOH Pinellas outlines the required coordination between the County and DOH for public health services pursuant to Chapter 154, Florida statute.  The Board of County Commissioners (Board) approved the fiscal year 2019 (FY19) DOH Operations contract for county funding the amount of $6,474,500.00 on October 9, 2018 with a term from October 1, 2018 to September 30, 2019.  Because the State of Florida periodically makes funding adjustments reflecting changes in State or Federal support, as well as other administrative changes to the contract the Board delegated the authority to execute administrative amendments to the County Administrator.

Contingent upon the failure of proposed Amendments 1 and 2 in November 2018, the Board approved additional funding to increase social services throughout the County.  These include $100,000.00 additional to support the Home Delivered Meals program for seniors and $215,000.00 to relaunch the STARS program in North Pinellas County.  Funding for the initiatives were derived from additional FY18 lapse generated from the School Health Nurses program within the Health Department Fund.

 

Fiscal Impact:

Additional funding in an amount not to exceed of $315,000.00 has been identified in the Health Department FY19 Special Revenue Fund appropriation via Board Budget Amendment 19-01 approved on December 11, 2018.  The original Agreement is an amount not to exceed $6,474,500.00, and this amendment increases the total “not to exceed” amount to $6,789,500.00.  This funding is generated by a dedicated, countywide Health Department millage.

 

Delegated Authority:

Authority for the County Administrator to sign this First Amendment is granted by Board approval in Legistar Item 18-1287A.
