Approval of the award of bid to All American Concrete, Inc. for the Duke Energy Florida (Duke Energy) Trail Extension Phase II project.

 

                     Completion of this trail segment will provide safe passage for joggers, skaters, pedestrians, and cyclists, and will also provide an extension to the existing Pinellas/Duke Energy Trail segments from Enterprise Road to the north, and US 19 at Haines-Bayshore Road to the south.

                     Four bids were received with award recommended to the lowest responsive responsible bid - All American Concrete, Inc. in the amount of $ 2,222,060.20.

                     All work is expected to be completed within 270 consecutive calendar days.

                     Close coordination was conducted with Duke Energy, City of Clearwater, County Planning staff, Forward Pinellas, Florida Department of Transportation, local residents and regulatory agencies.

 

Bid No. 189-0128 (JJ); PID No. 000186B; in the amount of $2,222,060.20 on the basis of being the lowest responsive, responsible bid received meeting specifications. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:

The purpose of this project is to extend the Pinellas/Duke Energy Trail to provide a fifteen foot (15’) wide asphalt and concrete multi-use path. The width of the proposed trail will initially start at a width of ten (10’) feet at Sunset Point Road and transition to a final width of fifteen (15’) feet. Several segments within this project will be constructed with reinforced cement concrete pavement for Duke Energy access/maintenance and traverses through a Duke Energy powerline easement. The project also includes a pedestrian/bicyclist crossing at Sunset Point Road, as well as a connection to the multi-use paths previously constructed by FDOT, in conjunction with State Road 590 resurfacing, restoration, and rehabilitation improvements and the N.E. Coachman Road and Old Coachman Road Intersection Improvements Project currently under construction.

 

Background Information:

This multi-use, shared use path located on the east side of the County, will provide connectivity to the existing Ream Wilson Trail, and fills the gap to connect to existing as County/Duke Energy Trail segments north and south of this segment. With planned future North and South Loop segment projects, a network of multi-use paths that forms a loop with continuous connectivity for the system of trails on the east and west sides of the County will be achieved. This trail project is consistent with the regional trails master plan.

 

Fiscal Impact:

Expenditure not to exceed: $2,222,060.20

 

Funding is derived from the Local Infrastructure Sales Tax (Penny for Pinellas): Transportation and Traffic Flow, Pinellas Trail Projects program allocation.
