Recommended Action

Approval of the ranking of firms and agreement with Cumbey & Fair, Inc. for professional engineering services associated with the Countywide Resurfacing, Restoration, and Rehabilitation paving (RRR) project (Project).

 

                     The contract is for professional engineering services pertaining to the design and construction plans for the RRR project.

                     Project work includes milling and resurfacing of the roadways listed in the contract.  In order to meet current American’s with Disabilities Act (ADA) regulations, the Project includes addressing current ADA deficiencies relative to curb ramps, sidewalk gaps, and trip hazards.

                     Award is recommended to the number one ranked firm Cumbey & Fair, Inc. in the amount of $530,536.50.

 

Contract No. 178-0525-NC (SS), in the amount of $530,536.50 for six hundred ninety-five (695) consecutive calendar days from the notice to proceed date.  Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:

This contract is for professional engineering services to prepare the design and construction plans for the Countywide RRR project, which consists of the following seven (7) road segments and two (2) subdivisions:

                     1.                     49th Street North from 86th Avenue to 110th Avenue
                     2.                     49th Street North from Ulmerton Road to 118th Avenue
                     3.                     110th Avenue North from 102nd Street to Ridge Road
                     4.                     Ridge Road from Old Oakhurst Road to Ulmerton Road
                     5.                     Nursery Road from Sunny Park Road to US Highway 19
                     6.                     Oakadia Drive Loop from Nursery Road to Nursery Road
                     7.                     Sunset Point Road from Kings Highway to Keene Road
                     8.                     Bayhaven Subdivision (off Oakhurst Road, north of Park Boulevard)
                     9.                     Harbor Bluff Subdivision (off Indian Rocks Road, south of West Bay Drive)

The intent of this project is to mill and resurface the roadways listed above.  In order to meet current ADA regulations, the project includes addressing current ADA deficiencies relative to curb ramps, sidewalk gaps, and trip hazards.

The firms in order of ranking are attached on the ranking spreadsheet.

 

Background Information:

To ensure proper coordination of projects and overall improvements, the selected consultant, with assistance from the County Project Manager, will coordinate in advance of each project with the County Utilities Department for any planned or necessary utility work that is located within the project limits.

Additionally, the consultant will coordinate with the County's Stormwater and Vegetation Division to ensure any necessary drainage work identified within the project limits is also addressed.  Drainage needs will primarily consist of the replacement of existing corrugated metal pipe (CMP) as identified by the Stormwater and Vegetation Division's CMP Program, as well as addressing other pipe and drainage inlet deficiencies that are negatively affecting the roadway.

Portions of the work may also require coordination with other utility agency owners.
All improvements shall be designed in accordance with County standards and specifications, Florida Department of Transportation standards and specifications, ADA standards as published by the United States Access Board, and all applicable state and federal requirements.

A contingency amount of $45,000.00 is included for minor unforeseen circumstances that may arise during development of the project and will only be used at the discretion and approval of the County.

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released on August 14, 2018; the negotiation and scoping process was concluded January 2019.

The contract includes negotiated fully burdened hourly rates including all labor, direct/indirect overhead, margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.

 

Fiscal Impact:

Funding for this project is derived from the Local Option Infrastructure Sales Tax (Penny for Pinellas): Transportation and Traffic Flow, Road Resurfacing and Rehabilitation program allocation.

 

Total not-to-exceed:                                                                                    $485,536.50

Contingency not to exceed:                                          $  45,000.00

Total expenditure not to exceed:                                           $530,536.50
