Approval of the ranking of firms and agreement with Kimley-Horne and Associates, Inc. for professional engineering services pertaining to the Lealman Regional Stormwater Facility.

 

                     The contract is for professional engineering services, planning, and environmental services to develop a conceptual plan for Regional Stormwater Facility (RSF) opportunities in the Lealman Community Redevelopment Area (CRA).

                     Award recommendation is to Kimley-Horne and Associates, Inc. per the Consultant Competitive Negotiation Act in the amount of $400,000.00.

                     The Lealman RSF will be utilized to identify regional stormwater management opportunities within the Lealman CRA that will provide regulatory treatment, attenuation storage, and floodplain compensation for new development and redevelopment, and improve flooding level of service and water quality.

                     The professional engineering, planning, and environmental services are expected to be completed within seven-hundred twenty consecutive calendar days.

 

Contract No. 178-0331-NC (SS); in the amount of $400,000.00 from notice to proceed for seven-hundred twenty consecutive calendar days. Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:

This contract is for professional engineering, planning, and environmental services to develop a conceptual plan for RSF opportunities in the Lealman CRA.  The Lealman RSF project will identify regional stormwater management opportunities within the Lealman CRA to provide stormwater attenuation and treatment for new development and redevelopment, and to improve flooding level of service (LOS) and water quality.  The overall regional stormwater management design will adhere to the requirements of the County’s stormwater manual, with consideration given to incorporating low impact development (LID) approaches.

 

Background Information:

This project will be used to identify regional stormwater management opportunities within the Lealman CRA that will provide regulatory treatment, attenuation storage, and floodplain compensation for new development and redevelopment, and improve flooding level of service (LOS) and water quality.  These objectives will be met, in part, by identifying potential regional stormwater retention locations, refining the existing Joe’s Creek watershed model, and developing a Sawgrass Lake Watershed Model for that portion of the watershed in the Lealman CRA.

The final negotiated agreement includes a not-to-exceed amount of $400,000.00, inclusive of $389,950.00 for basic engineering, planning, and environmental services, and $10,050.00 for owner contingency services.

The engineering, planning, and environmental services are expected to be completed in seven hundred twenty consecutive calendar days.

A Request for Qualifications to comply with the CCNA, per Florida Statute 287.055, was released on June 4, 2018; the negotiation and scoping process was concluded in January 2019.

The contract includes negotiated fully burdened hourly rates including all labor, direct/indirect overhead, margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.

 

Fiscal Impact:

Basic Services not-to-exceed:                     $389,950.00

Funding for this project is derived from the Local Option Infrastructure Sales Tax (Penny for Pinellas): Physical Environment, Surface Water Quality Projects.
