Summary:
This amendment extends the original agreement date 12 months through June 6, 2020 with the FDOT for the Pinellas Bayway Beautification project. Per Section 4(e) of the current agreement, the completion date for all construction activities was originally scheduled for June 6, 2019. Extending the agreement an additional twelve 12 months allows for completion of all construction activities and a 90-day establishment period.
This extension is due to additional time necessary for presentations and coordination as requested by the Tierra Verde Community Association (TVCA) Board of Directors, and the public. County staff communicated in advance to FDOT of the additional time required for presentations and coordination. The FDOT requested that the County adhere to the original grant timeline, and request a time extension once a construction notice to proceed was issued to a successful contractor. The notice to proceed was issued to the contractor on February 5, 2019, and subsequently County staff requested a time extension, which was granted by FDOT.
Background/Explanation:
The FDOT is providing grant funding in the amount of $1,000,000.00 on a reimbursement basis for the design, purchase, installation and inspection of plant material for this project. The FDOT owns the right-of-way along the Pinellas Bayway/SR 679, from Shore Boulevard west to Yacht Club Lane. The grant functions as a pass-through grant to the TVCA for the Pinellas Bayway Beautification project.
The County is partnering with the TVCA for the beautification of the medians within the project limits of FDOT’s right-of-way. The County has an ongoing highway landscape maintenance agreement in place with the TVCA to define their responsibilities for landscape maintenance following completion of the Pinellas Bayway/SR 679 Beautification Landscape project. The maintenance agreement is effective for a 10 year period, with the option of 10 year renewals thereafter.
