Approval of the Subrecipient Funding Agreement with the Pinellas County School Board (PCSB) for the Pinellas School Violence Prevention program.

 

                     The Agreement will allow PCSB to acquire and install technology for expedited notification of local law enforcement and automated lockdown responses during an emergency in 122 schools by late 2019.

                     Federal funding in an amount not to exceed $488,365.20 (75% of the total program amount) over two years is provided by a grant through the U.S. Department of Justice. 

                     PCSB is providing local match through capital outlay funds in the amount $162,788.40 (25% of the total program amount) over two years.

Summary:

Funding from this Agreement will allow PCSB to acquire and install school safety technology in 122 schools by late 2019. The Pinellas School Violence Prevention Program (SVPP) is part of a two-phase plan to deploy a centralized, automated lockdown system in each Pinellas school, which will provide first responders and law enforcement interactive access to live information during the event of an active assailant or other emergency incident. Phase I is to provide the infrastructure for this system, to include a wired panic button in each of the 122 schools which will automatically lock and access all control systems in the schools. Phase II is to build upon the infrastructure with enhanced cutting-edge technology blended with best practices to meet the challenges of constantly evolving threats.

 

Background Information:

In the wake of the tragic shooting at Marjory Stoneman Douglas High School in February 2018, which took the lives of 17 Florida students and educators, the Florida Legislature passed and Governor Rick Scott signed SB 7026, the Marjory Stoneman Douglas High School Public Safety Act. This legislation outlines significant reforms to make Florida schools safer. The law promotes school safety and enhanced coordination between education and law enforcement entities at the state and local level. SVPP complements the initiatives set forth under the law by improving school security through evidence-based school safety interventions. 

The foundation of the proposed system is a specialized server for the122 schools to integrate the following: Video Surveillance, Fire Alarm Systems, Intercom Systems, Public Address Systems, Lockdown Systems, Access Control Systems, Burglar Alarm Systems, IP Phone Systems, Panic Systems and Visitor Management Systems. The server also includes built-in analytics with superior local viewing, recording capabilities, and much more.

 

Fiscal Impact:

Funding in an amount not to exceed $488,365.20 over two years (75% of the total program amount) is provided by a grant through the U.S. Department of Justice.  The revenue and expenditure resulting from this award was not included in the fiscal year (FY19) Adopted Budget.  A Budget Resolution may be required in FY19.

 

The annual budget is as follows:

 

FY 19: $477,452.70

FY 20:  $10,912.50

 

PCSB is providing local match through capital outlay funds in the amount $162,788.40 (25% of the total program amount) over two years.  Total program funding including grant and match funding is $651,153.60.
