Approval of Amendment No.1 to the Interlocal Agreement with the City of St. Pete Beach (City) for Pass-A-Grille Way from 1st Avenue to 19th Avenue, Phase 2 utility relocations.

 

                     The additional work will be coordinated with concurrent City projects and can be completed with less burden to citizens and utility customers.

                     The water distribution main pipe replacements will greatly improve the water quality, water circulation of the water system and improve water meter data collection.

                     The installation of AMR will reduce time spent collecting water meter data, and provide greater accuracy of meter readings for County personnel and utility customers alike.

                     The Utilities project number is 001589B. The amount of this agreement increase is $330,000.00.

 

Authorize the Chairman to sign and the Clerk of the Court to attest.

Summary:

On October 31, 2017, the Board approved the Interlocal Agreement with the City for the County Phase 2 utility relocations along Pass-A-Grille Way from 1st Avenue to 19th Avenue in coordination with roadway, sidewalk, and drainage system improvements by the City. 

While undergoing construction within the side streets and alleyways of Phase 2, it was determined the existing distribution main consisting of deteriorating cast iron pipes and plastic pipes needed replacement.  Portions of the alleyway distribution mains were found to be dead end pipes also in need of replacement.  Additionally, the County plans to install new Automatic Meter Readers (AMR) along the side streets and alleyways for all the affected services. The cost increase for the replacement of the water mains and the appurtenances along the Phase 2 side streets and alleyways, including the installation of new AMR is $330,000.00.

 

Background Information:

The County is required to relocate all utilities in conflict with the construction area and shall pay the City for the City’s contractor to relocate the County’s utility facilities. Utilizing the City’s contractor is a cost effective method to facilitate construction activities and limit disruption to area residents resulting in project efficiencies for all stakeholders.

 

Fiscal Impact:

Original agreement amount:                             $2,090,000.00

Increase due to Amendment No. 1:                  $   330,000.00

Total revised amount:                                       $2,420,000.00

 

Funding for this project is available in the FY19 Adopted Budget within the Water and Sewer Enterprise Funds. The increase only impacts the Water Enterprise Funds and was not anticipated. As such, appropriation lapse in other projects will be used to support the unanticipated increase.
